[Imc-dc-editorial] articles posted without paragraph breaks

I've been noticing that a lot of people who post to the newswire choose 
html format so they can use links and such, but they forget to enter 
paragraph or break tags.  I think the reason for this is that some blog 
applications let people use html but adds paragraph tags for them 
automatically, and people who have used that type of blog might assume that 
our publish page acts the same way.

Anyway, I added a sentence to publish.php3 that says "If your story is in 
html format, you must add paragraph or break tags, they aren't entered 
automatically."  Maybe that will help a bit.

Also -- this is relevant to editorial -- If I notice that someone's article 
is all run together, I go in and add the paragraph tags.  When you go to 
the edit story page, it still shows spaces between paragraphs, so it's easy 
to see what the author meant to do.  Is it okay that I'm editing stories 
without comment if I'm just fixing a "technical" error and going by what 
the author's intentions were?
