I assume it is because, as many of us argued as the U.S. was preparing for war, deterrence worked.  The one thing you could trust Saddam Hussein about was his overriding desire to hold onto power.  As a result, he knew that any use of WMD against those who could strike back would be suicidal.

  For the past 25 years, why did Saddam Hussein not use his weapons of mass destruction against the US or Israel or hand them over to terrorists, even though during this time period, Israel has destroyed his nuclear reactors and the US has humiliated him by kicking him out of Kuwait and has sanctioned him and regularly bombed his country and not allowed his planes to fly in the no-fly zone and in 2003, the US kicked him out of power, humiliating him further. So why did Saddam Hussein not use his weapons of mass destruction against the US or Israel or hand them over to terrorists, even though the US and Israel have humiliated him on and off for the past 25 years ?
