While Southern California burns the "tankers" stay on the ground
instead of fighting the fires because of bureaucratic red tape.
Southern California is burning down not because the fires can't be put
out, but because of politician's ineptitude in dealing with this
emergency. A company called Global Emergency Response Services from
Russia has the equipment to put all these fires out with their
"Waterbombers" (llyushin-76TD (IL-76)) tanker planes
(www.waterbomber.com).

These Aircraft can put out a fire the size of 10 football fields in
fifteen seconds.

It does not matter If weather conditions are windy or not! Experts
have called the tank-equipped IL-76 the first truly strategic weapon
against mass fire the world has ever known. I called the President of
that company today (10-27-03) Mr. Tom Edmison, and asked him if
anyone from our government requested their help and his answer was
no. (since then Congressman Dana Rohrabacher has become the first)
this is an outrage! I then asked him what would it take to get their
help he said a phone call from Bush to the president of Russia,
Putin. My final question was how fast could the planes get here, he
said 48 hours.

So in summery:
· Water bombers could be here in 48 hours
· No cost to the Sate of California
· Fema pays the fuel bill
· Puts out a fire the size of ten football fields in fifteen seconds
 
NOTE: as of today 10-29-03 four new large fires were reported, one in
Utah, one in Montana, and two in northern California.

Anyone who says that we have things under control and that we don't
need the water bombers is totally ill informed.

· Contact your government representatives
· Contact the Radio & Television Stations
· Spread this information around fast
 the fires are raging!

This email regards your interest in the Russian fire plane situation.
Currently there are no certain plans for action. Congress is currently
debating this situation and Rep. Rohrabacher strongly supports this
issue. As far as TV coverage, Rep. Rohrabacher has not yet appeared or
spoken publicly about this, however today he talked with Gov-elect
Schwazenegar. Also, for your information, the forest service does not
support the inclusion of Russian water bombers in our fire fleet. I
encourage you to inquire with your district representative for further
information.
