spread the message and consider making a donation to Lawrence Anarchist
Black Cross (c/o Dave Strano, P.O. Box 1483, Lawrence, KS 66044) for the
disciplinary fines they expect to receive.]

of Eastern Oregon Correctional Institution

A Message to the World Beyond the Razor Wire

The collective prisoners of Eastern Oregon Correctional Institution (EOCI)
wish it known that we intend to stand united in protest of the inhumane
and unconscionable treatment we have suffered at the hands of the officers
and staff of the Oregon Department of Corrections.  A non-hierarchical,
racially and socially inclusive delegation of men (representing the prison
population as a whole) has reached consensus on the following: because all
prior attempts to resolve our grievances by official means have been
either ignored or unfairly dismissed, our inborn dignity and self-respect
as human beings cries out for us to insure our voices will finally be
heard.

It is for this reason that the entire population of EOCI will be
participating in a demonstration of solidarity that will begin with a
refusal to eat in the dining hall, use the collect-call phones, or
purchase items from the canteen, which will continue for as long as deemed
necessary to gain the desired attention of the prison administration. At
this time, a detailed list of requests will be communicated and the result
will help determine what (if any) further actions will take place.

The following is brief and generalized listing of our most pressing concerns:
* the use of excessive force/physical punishment
* the disrespectful and vindictive behavior of staff and officers
* the lack of adequate medical/mental health care
* the lack of fulfilling work/education opportunities
* the discrimination against racial/religious/cultural/political groups
* the excessive disciplinary fines and sanctions
* the artificially high cost of phone calls and canteen items
* a myriad of other problems that have created an environment hostile to
our well-being, rehabilitation, and reintegration into the free world

Unless our concerns are given timely and serious consideration, we will
continue to engage in further escalation of direct action designed to shut
down the daily operation of the facility.  So, we respectfully urge
everyone reading this to contact your local media or the director of the
Oregon Department of Corrections (2575 Center Street NE  Salem, OR 97301)
and ask that we be given due consideration.  We cannot afford to remain
silent any longer!
