[Imc-finance] question about the funds for Rio+10

*summary*
1.  $500 emergency fund (the proposal which was passed on this list 
states we have 1 week to make a decision.  can we do it in less than 
a week?)
2.  getting a more formal request from south africa imc (has someone 
from south africa requested these funds and does that matter?)
3.  criteria for proposals  (how to set a good precedent for 
disbursing network funds)

ted is correct.  this was the proposal that all imcs were to have 
reviewed and was passed.  i think there is some question as to how 
many imcs actually reviewed the proposal and agreed with it, but 
perhaps that is not the critical question at this point.

i think that what makes sense going along with the proposal that was 
passed on this list is to get a request from the south africa imc 
with their request.  as ted suggests, getting a sense of what they 
need the money for it critical.  i've emailed separately francois who 
is on this list as a liaison for south africa asking for something 
like this.  i'm surprised that if south africa is in need of funds 
that they haven't come to this list.

this will be the first time we will go through this process.  and 
technically we have an emergency process which gives us a week time. 
that might not be enough.

while giving money to places in need is something we should be doing 
and as jenka says, waiting doesn't help south africa's dilemma, a 
week might not enable us to help them.

jenka, are you in contact with folks in the south africa imc?

francois, can you send us a proposal?  simple, straightforward.

anyone else who was closely following our proposal process, do we 
have other options other than a week?  did we put together any kind 
of criteria for proposals?  can the proposal for funds be requested 
for an imc by someone who is not a part of that imc?  i guess those 
are a few questions that come up at the moment.

i'm happy to see us move more quickly while keeping true to the 
process we've developed, even if that means pushing some of the 
boundaries in terms of time frames.  i also think that we need 
criteria so that as we start setting precedents, we can use that for 
future proposals and requests that come in.  otherwise, the issue of 
being democratic and equitable to other imcs needs and requests will 
come up.
