[Imc-finance] Saint Louis IMC does not block proposal D

As a liaison for the STL IMC, I report that there was no movement to 
block proposal D from within our IMC.  We were not able to discuss this 
at a meeting, instead only over our email list.  No one responded 
negatively, and one person responded positively.  So while it is not an 
ideal discussion, I can say that there was no strong opposition to the 
proposal.

So Saint Louis IMC will not block proposal D, the emergency funding 
request for $2200 from IMC South Africa.

I hope this is helpful for the SA IMC, and that the equipment can be 
obtained on time.
