[Imc-finance] argentina proposal - please shorten the proposal or make a summary

hi sebastian and nicolas,

thanks for the proposal.  it was held up last night because of the 
length.  it's about 33 when our limit is 15.  i can raise it for the 
purposes of this discussion, but i think it is really so long you may 
not get as many people reading it carefully and getting the 
highlights.  i think evan mentions that in his response.  his post 
was held up because of the size.  i'm going to lift the size limit, 
but this will affect people who have slow connections which is why we 
have the size limit.

please summarize the proposal or shorten it with the key points and requests.
