[Imc-finance] summary page | emergency funding requests

My guess is what happened is it got moved over to the new docs.indy site
and the link was not updated. Sorry. This happened a bunch when we were in
the process of consolidating all the documentation on to a single site.

I'll see if i can track down the new url for that page.
