IMC-Alberta gave a strong support to the request for emergency funds to
the first part of Argentina's proposal. Additional emergency funds to
IMC-Rosario would receive the same support.
The issues raised by the second part of Argentina's proposal, issues
regarding ongoing or short-term operational support, were discussed in
relation to other IMC's that also need "outside" financial support. If
funding IMC's for periods of time after a major event were done
strategically to create a balance between "have" and "have-not" IMC's,
returning to a focus on funding IMC's in the south, then IMC-Alberta
does not have a problem with the second part of Argentina's proposal,
recognizing Argentina's strategic merit.
Moves should be made to resolve the issue of IMC's who need operational
support in parts of the world where local contributions are not made
through giving money, where the giving is other than media resources or
technology. If such steps are already underway, please keep the
imc-finance list informed about such developments, and thank you for
your foresight.
