Hi everyone,

I've been in and out of my town, state, and country multiple times over
the last month and haven't had time to complete the facilitation of these
two proposals.  I apologize for the slowdown this has caused.  We now need
to finish the process of passing these two proposals.

We had left the process with agreement on most of the general outline for
each proposal, but still needed to work out a few of the details on both
proposals.  Below is a synopsis of outstanding issues that need resolving.
Once all these concerns are addressed, we can consider the proposals
passed.

These two proposals have been on the table since May 14, 2002.  Because of
the large number of responses the proposals have garnered, there are areas
where people have not agreed on specific solutions.  The proposed
resolutions below are compromises based on the various stakeholders'
positions that I hope will be mutually satisfactory.

Please take a few minutes to look everything over.  And please keep in
mind that the process we are utilizing will work best if people work
collaboratively and constructively with other stakeholders in the
decision.  Whenever possible, I have included proposed ammendments in
their entirety; however, when members of the IMC Finance Working Group
disagree I have attempted to address both party's concerns in the
solution.

If you have raised a concern and are comfortable with the way it is being
addressed, please lend your support to the proposals.  I have set the
decision-deadline for July 17, 2002, so if there are no objections by
then, we can consider the proposals passed.

OUTSTANDING ISSUES:

Translation:

PROBLEM:  to ensure global representation on finance decisions,
translations of proposals need to be made in a timely fashion.

SOLUTION: all timelines for proposal decision-deadlines will begin 3 days
after the proposal is sent to the translation list.  Authors of proposals
are responsible for sending the proposal to the translation list.

Proposal A time-frame:

PROBLEM:  Multiple participants want anywhere from 1-week to 1-month
discussion periods for proposals.

SOLUTION: 2-week discussion-period and week-long discussion-period
extensions which may be requested by participating IMCs.

Proposal B >$500 timeframe:

PROBLEM:  Multiple participants want anywhere from 1-week to 1-month
discussion periods with anywhere from 2-day to 1-week extensions.

SOLUTION: 2-week discussion-period and week-long discussion-period
extensions which may be requested by participating IMCs.

Proposal B Sunset Clause:

PROBLEM: Atlanta IMC has suggested a sunset clause for the proposal of
July 31, 2002.  Multiple stakeholders do not want a sunset clause.

SOLUTION: First pass the proposals as ammended during the process with the
understanding that a sunset clause will be discussed immediately
following as our first possible ammendment.

I am very hopeful that these proposed solutions will address the concerns
of participants and allow us to move forward as an empowered working group
of the Global IMC Network.
