  3 Questions from IMC-Atlanta:

  1- Atlanta IMC would like a more detailed explanation of "Emergency =
Funding" as it is used in proposal B: What is the definition of =
emergency, and how much can be spent in an emergency allocation? Is =
there any limit to how much can be spent? Can we spend all $40,000, as =
long as we notify the rest of the network?
  1b- Has there been any discussion of keeping  a "cushion"  or =
"reserve" amount of money in the account?
  1a). Technically yes. We can spend whatever amount above the 500/5000$ =
if we notify the network. However I don't think people will want to do =
that.

  b) not really. But it's a real good idea. I think 10% would be cool.


  2- Can someone please explain exactly what does and does not qualify =
as "work for the network" as defined in the finance empowerment =
meta-proposal; it seems a slippery and potentially anti-democratic =
clause...?

  Personally I think anti-democratic is a bad word in this situation, =
especially because a lot of people have conflicting idea's about what's =
democratic (like, people who don't work for the network allowing in in =
decision making is seen as democratic or anti-democratic according to =
who's speaking).

  3- What are the ongoing financial liabilities of the network as a =
whole? Has any sort of preliminary balance sheet been prepared?

  // I think there's about 42 000$ in. It's an easy balance; you have an =
amount a bit higher then what is in now. All the expenses went to =
account costs (bank costs) & 5 000 went out because the donator donated =
it with the string attached we had to use it (I think it will go to =
imc-latina now (if I remember correctly).
