[Imc-finance] proposal, liaison responsibilities, process and action items

- responsibility of liaisons on this list
- proposal to update finance wiki page with local imc and liaisons
- clarifying our process for disbursing funds (answering questions
that arose the last time - see other emails)
- letting all new imcs and already existing imcs know about the funds
in the global account and how to access them
i realize we're all wanting to get the funds to abazonia and ecuador
and i am supportive of these requests for funds. i also think we
have some outstanding issues that i hope we can address as a working
group once these requests have been processed.
i hope that all the liaisons on this list who are here on this
empowered working group will accept some of the responsibilities of
being on this list - which are essentially (1) participation in
discussion and action items and (2) making sure your local imc is
informed of various proposals and key discussions. i'm wondering if
this is happening and how often? because we currently have 130
people on this list. we should have the majority of imcs
"represented" here by liaisons. how well is our system working in
terms of actively engaged liaisons?
PROPOSAL: that we do a roll call again with each person on the list
stating which imc or working group they are from and that this
information goes on a wiki page that can be updated. that way we can
know which imcs are not on the list and when liaisons are rotated or
people leave the list, we'll have some way of making sure that every
local imc has a liaison on this list who is active.
anna from germany brings up a really good point in her comment below.
this is another action step and process point for us -- how to let
more imcs in the network know about the funds available; to request
imcs to make the proposal themselves; sending a notice to new imcs
and older ones explaining the finance situation and inviting them not
to be shy!!
i say yes we need to do this. we can send it from imc-finance
working group to the contacts in the database or each liaison on this
list can confirm they've sent out the notice to their local list.
there are other issues outstanding, such as criteria, etc. but those
points were addressed in a separate email.

something like another welcoming message to new imc's and the already
existing ones which explains that there is money which can be asked
for and how it is distributed so that it will be asked for where it's
most needed. including a very explicit invitation to use this
opportunity, not to be shy and to ask questions. (this is meant not
as a criticizm to evans idea which i think is a good one but rather
as an amendment).
