[Imc-finance] SF-IMC liaison group on sending computers + other things

SF-IMC Liaison Group suggests that the Global Finance
Working Group decide on a cap for emergency funding
and describe what would constitute an emergency.

The SF-IMC Liaison Group is especially interested in
the shipping computers to Ecuador proposal because it
would be coming from the entire Latin American IMC
Network, which we think shows a good precedent for
finance proposals. We also look forward to reading the
complete proposal, as well as having enough time to
bring it back to the entire SF-IMC for discussion, as
this proposal does not seem to be an emergency
proposal.

SF-IMC Liaison Group also recognizes that the Latin
American IMC Network is in a better position to decide
what kind of contributions they need most, rather than
those of us outside Latin America on this list. If
equipment is what they have decided they need most,
then we should support this request if we can. 

Does anyone have the URL for the specific decision
making process for the Global Finance Working Group
that was agreed upon?? So that we can all make sure we
understand the process. Thank You.
