statement . We realize there has been much debate on
this issue during the time we consented upon our
statement, and we appreciate the forthcoming nature of
some of the grantwriters.

San Francisco Bay Area IMC Statement on the Ford
Foundation Grant

[Summary: SF Indymedia strongly objects to accepting
any money from the Ford Foundation for two central
reasons: 1)The process involved and 2)The source of
the money]

San Francisco Indymedia strongly disagrees with
accepting the Ford Foundation grant. Our reasons are
outlined below.

1. The process involved:

With regards to recent discussion regarding a Ford
Foundation grant to UCIMC for support of global IMC
communication and organization, SFIMC is concerned
that UCIMC and individuals are acting on behalf of the
global IMC network and multiple IMCs -- without the
knowledge of, or accountability to, global working
groups and affected local IMCs.

The majority of individuals and local IMCs heard about
this grant proposal to the Ford Foundation only a few
days before the deadline for the grant. SF Indymedia
believes that, though technically an "autonomous
affinity group" of Indymedia volunteers has
"affiliated" with the Urbana-Champaign IMC to apply
for the grant, the issue is one that directly affects
all local IMCs and should therefore have been
proposed/discussed on imc-finance instead of the
encuentros list. We recognize there is a difference
between UCIMC raising funds, to donate to one
particular IMC, like IMC-Nigeria or IMC-Argentina as a
completely distinct set of processes and goals
compared with raising funds to facilitate regional IMC
gatherings.

The "autonomous affinity group" participants are,
given their experience with the network, well aware of
past discussions and potential problems with accepting
corporate money (for example from chumbawumba). They
are also aware of past problems that have come from
representing as "Indymedia" for funding for a specific
project without transparency (for example the
mobile-i). The SF-IMC finds this pattern of
non-transparency disturbing and not in the spirit of
building network-wide trust and solidarity.


We do not think building trust between individuals and
IMCs in the network can be done successfully when a
small group claims autonomy and seeks funding for the
entire Indymedia network, on behalf of the entire
Indymedia network. It seems clear that the Ford
Foundation had every intention of granting money for
*regional gatherings*, which intrinsically involved
and impact *all* IMCs, not just UCIMC.

2. The actual source of the money:  We think the
Indymedia network should reject the money in
solidarity with Argentina IMC's block because it is
based on the repression, murder and violence that Ford
has literally had a direct hand in within Argentina
(not to mention those countries in Europe that felt
the wrath of Ford-funded Adolf Hitler).

Ana from IMC-NYC wrote: "4. Individual IMC's must also
make this  judgement for themselves, as did Italy IMC,
in terms of accepting this  money for a regional
convergence near them when the time comes. There
should be another fund available for those IMC's  that
refuse ford money for regional meetings." We do not
believe it is acceptable for a group of individuals or
a local IMC to accept these funds at this time, given
the objections raised from multiple IMC's.

SF Indymedia believes that, in this case, we should
reject the money  based on the notion of solidarity
with those who strongly oppose it. We believe that
funding for regional gatherings would certainly be
useful for local, regional and global Indymedia
communication and effectiveness, but that funds can be
obtained through other channels. Perhaps another
foundation could be approached, but that should be
considered if/when it comes up.

At the moment,in terms of network funding and finance
issues, local IMC liaisons should focus on creating
and then *abiding by* agreed upon finance
decision-making processes. The liaisons on the
imc-finance list should use this as an incentive to
push forth in working out how the network makes
decisions surrounding finances, the rights and
responsibilities of each local IMC to the network (and
vice versa). We propose any group or individual that
is attempting to get funding for the entire Indymedia
network, on behalf of the entire network, must notify
imc-finance in good faith, with enough time for a
meaningful public commentary.

Declaracion de San Francisco IMC sobre el otorgamiento
financiero la fundacion Ford [resumen: SF IndyMedia se
opone fuertemente a aceptar cualquier dinero de la 
fundacion Ford por dos razones centrales:

San Francisco Indymedia discrepa fuertemente con
aceptar la concesion de la fundacion Ford.  Nuestras
razones se delinian en lo siguiente.  El proceso 
implicado: 

1. El proceso:
Con respecto a la discusion reciente sobre una
concesion de la fundacion Ford a UC-IMC para la ayuda
de la comunicacion IMC y de la organizacion global. 
Se refiere SF-IMC que UC-IMC y los individuos estan
actuando a nombre IMC, de la red global y de IMC's
multiple -- sin el conocimiento, o responsabilidad, a
los grupos de funcionamiento globales y de IMC's local
afectado.  

La mayoria de individuos y de IMC's local oyeron
hablar sobre esta oferta de la concesion de la
fundacion Ford solamente algunos dias antes del plazo
para la concesion.  SF Indymedia cree que, aunque un
"grupo autonomo de la afinidad" de los voluntarios de
Indymedia tiene tecnico "afiliado" con el
Urbana-Champagne IMC a solicitar la concesion, la
desicion es una la cual afecta directamente todo los
IMC's locales y debio por lo tanto haber sido
discutido por IMC-financian en vez de la
lista-encuentros.  Reconocemos que existe una
diferencia entre UC-IMC que recauda fondos, para donar
a un particular IMC, como IMC-Nigeria o la
IMC-Argentina como sistema totalmente distinto de
procesos y de metas comparados con recaudar fondos
para facilitar las reuniones regionales IMC.  Los
participantes "del grupo autonomo de la afinidad"
estan, dado su experiencia con la red, bien enterado
de ultimas discusiones y de problemas potenciales en
aceptar el dinero corporativo (por ejemplo de
chumbawumba).  Estan tambien enterada de los ultimos
problemas que han venido de la representacion como
"Indymedia" para financiar un proyecto especifico sin 
transparencia (ejemplo el mobile-i).  El SF-IMC
encuentra este patron de clandestidad perturbante y no
en el espirito de fomentar confianza y solidaridad en
las redes IMC.

No creemos que la crianza de confianza entre los
individuos IMC's en la red se puedan hacer con exito
cuando un grupo pequeno demanda la autonomia y busca
el financiamiento para la red de Indymedia.  Parece
claro que la fundacion Ford tenia toda intencion que
el dinero que concedia para "las reuniones 
regionales," que hubiera impactado todo "IMC's, no
solamente UC-IMC."

2. La fuente del dinero: 
Pensamos que la red de Indymedia debe rechazar el
dinero en solidaridad con el bloque de la Argentina
IMC porque se basa en la represion, el asesinato y 
violencia en la cual Ford ha tenido mano directa
dentro de la Argentina (sin mencionar esos paises en
Europa que sintieron la colera de Adolf Hitler, 
financiado por Ford.  

Ana de NYC-IMC escribio: "La necesidad del IMC
individual tambien hace este juicio para si mismos, al
igual que Italia IMC, en terminos de aceptar este 
dinero para una convergencia regional cerca de ellos
cuando viene el tiempo.  Debe haber otro fondo
disponible para esos IMC que rechacen el dinero de
Ford para las reuniones regionales."  No lo creemos
aceptable para un grupo de individuos o un IMC local
aceptar estos fondos en este tiempo, dado las 
objeciones suscitadas de IMC multiple.  SF Indymedia
cree que, en este caso, debemos rechazar el dinero
basado en la nocion de la solidaridad con los que la 
opongan fuertemente.  Creemos que el financiamiento
para las reuniones regionales seria ciertamente util
para la comunicacion y la eficacia locales, 
regionales y globales de Indymedia, pero que los
fondos se pueden obtener a traves de otros canales. 
Quizas otra fundacion podria ser contactada, pero eso 
debe ser considerada cuando la necesidad relusca.  

Por el momento que, los terminos de la red que
financian y las ediciones de las finanzas, los enlaces
locales IMC deben centrarse en crear y entonces 
"habitando cerca" los procedimientos de toma de
decision convenidos en de las finanzas.  Los enlaces
en la imc-financian lista deben utilizar esto como 
incentivo para empujar adelante como resolver la
manera enque la red toma las decisiones que rodean
finanzas, los derechos y las responsabilidades de cada

IMC local a la red (y viceversa).  Proponemos a
cualquier grupo o individuo que esta procurando
conseguir financiamiento para la red entera de
Indymedia, a nombre de la red entera, debe notificar
imc-financia en buena fe, con suficiente tiempo para
un dialogo publico significativo.
