[Imc-finance] Liason from DC

On 1/13/03, the DC IMC General Meeting agreed to
official liasions for 4 global lists, including
IMC-Finance, out of respect for the time and
translation problems of other IMCs.

The official liason for IMC-Finance list is Brian.
On 2/3/03, the Tactical Media Fund was raised to the
general meeting, for consideration.
