[Imc-finance] funding request for Argentina IMC

Hey all,

Regarding the funding requests for Argentina IMC.
A member of my collective, John Tarleton posed some
concerns and questions here about the global fund and
how it is to be disbursed:

*How much of the original $46,000 is still in the
global account?

*What's going on with efforts to further decentralize
and re-enforce Indymedia's technical infrastructure;
i.e.  add more servers, mirror sites, etc? have we
heard anything from global tech about amounts of money
they would need to complete various projects?

*How are we going to meet the needs of the many other
Global South IMCs who are also in desperate financial
situations?  do we know how much money has been
transferred in the past year from IMCs in the Global
North to "sister" IMCs in the Global South? How
sufficient has this sister-IMC approach been in
meeting the needs of  IMCs in the Global South?

*If not, what percentage of general funds should we
set aside for IMCs in the Global South?

*Is there any sort of effort being made to draw up a
budget for dispersing global funds instead of dealing
with this on an ad-hoc, case-by-case basis?

John tends to think we should have allocated this
money a long time ago.  
He writes: If we want to receive more outside grants
and donations in the future, we have to spend what
we've already received not bury it in a hole in the
ground. All the ideas I've heard for dispersing the
money are worthy ones. However, I would be most
grateful if folks who work regularly on global finance
issues could provide the rest of us some more of the
"big picture" when we are invited to participate in
the decision-making process.
