hi liaisons,

happy new year!!

i'm hoping that everyone who is a liaison on this list will be or has 
already sent all of these proposals back to their local lists and 
collectives so that we can have decisions for some of the recent 
proposals that have been sent to the list.  this is how the process 
is supposed to work and is essential for this list to be a democratic 
forum for decisions about network funds.

there are various deadlines for these proposals (see below) and 
depending on whether there's been any discussion happening at the 
local level will determine whether we can move quickly on these 
requests and keep within the deadlines.

we've also had several really important comments from nyc and atlanta 
with regard to funding criteria and methodology and general 
information about our financial situation.  all worthy of our 
attention and discussion, on the list and back in our local 
collectives.  i've reposted those links here with a few others that 
are pertinent to the general discussion about how we're working as a 
list - process wise.


OUTSTANDING REQUESTS


1.  imc jakarta

a proposal was sent to this list a long time ago and i don't think we 
ever followed up on it.  might be good to follow up on it and get 
back to the jakarta collective.  anyone on the list from jakarta?

2.  imc india proposal - amount not specified

submitted:  january 8, 2002

summary:  the proposal was from the madurai collective.  this is 
their first request for funding.  there was no amount given for their 
request.  it was primarily for video editing and screenings and was a 
request for a mini dv and editing equipment.  i asked amuthan to send 
in an estimate of costs and we have not heard from india imc yet.

3.  imc argentina proposal - $2,829

deadline:  january 9, 2003 (originally submitted december 9, 2002)

summary:  this proposal was originally submitted  in 2 parts.  the 
first part for $500 was approved.  this expenditure was for actions 
around d19-20.  the second part of the proposal is for $2,829 and is 
for general operational support for the next 6 months for indymedia 
argentina.

support from several imcs have already come in for this second 
request, but discussion is underway.

deadline was given for 4 weeks.  that puts it at january 9 which is 5 
days from now.   do people feel this is enough time?


4.  imc la proposal for indymedia network server expenses - $1,800

submitted:  december 24, 2002
discussion deadline requested:  january 6, 2002

summary:  this request is for network server expenses which have been 
covered up til now by imc-la and regenerationtv.  the two servers 
host irc.indymedia.org and docs.indymedia.org and 3 indymedia sites 
(la, chiapas and hawaii).

revised deadline:  2 weeks from the date of the proposal would be 
january 8.  this might not be enough time either.


5.  imc brasil proposal - $3,630 for imc brasil and $860 for rio de 
janeiro collective

submitted:  january 3, 2003
discussion deadline:  january 17, 2003 (although a request was made 
for a shorter discussion period because there are costs that need to 
be paid soon.  that deadline is january 13).

summary:  imc brasil general request:  for world social forum 
organizing in porto alegre and having an imc brasil national 
organizational meeting.  rio de janeiro request:  for a video 
projector for doing screenings daily at the youth camp at the wsf and 
then following the forum, the projector would be for ongoing work in 
rio, where the internet is not the primary means of media activism 
and where video projects are central to their work.

our network bank account, criteria for disbursements to the south 
(redistributing the wealth) and need for a budget so decisions aren't

CURRENT GLOBAL BANK ACCOUNT BALANCE

i'm sure sascha will be providing this soon.

i'm adding this into the summary because i saw that jeanne (nyc) 
asked whether the balance was still at $46,000.  her question makes 
it clear that new liaisons and possibly others on the list aren't 
keeping track of these details.  i think this can easily be solved if 
we keep the finance wiki updated.

we should perhaps make it a habit of sending out an updated account 
balance with each proposal request.  and perhaps we can have a place 
on the wiki where we have a running balance with recent expenditures 
and approved funding requests.

summary:  deedee halleck sent this email to imc-finance and imc-tech. 
i am not sure how we would like to handle this.  or if this really 
should be put into the hands of imc-tech for the streaming media side 
of things and the translation question we figure out IF the funds 
become more a reality.  for those who don't know deedee, she's been 
involved with indymedia since the beginning; is a filmmaker, wrote 
handheld visions, cofounded paper tiger tv and much much more.
