During the discussion regarding Proposal C there have been many =
reservations and questions about the request. We are by no means =
"blocking" the proposal, and want to clarify that there should be no =
doubts about that, nor should the approval procedure be delayed by the =
thoughts we will express here for further and general discussion.

The main issues for us is that a big amount (for the finance =
capabilities of Indymedia) of money will be spent on covering a one-time =
event (the WSF). Almost all of the expenses have no permanent effect on =
Indymedia's work (neither the network's nor IMC Brazil) and covers =
renting expenses mainly. We don't believe that Indymedia is in a =
financial position to spend such amounts of money to cover events, =
neither is it the best way to organize a coverage based on renting stuff =
and places.

On the other hand, we believe that (as in most proposals so far) the =
global fund should be used as a complementary source for covering =
expenses, and not as the only one. We know that the economic situation =
in Brazil is not good, but we think that at least a part of the money =
requested could have been covered by local fundraising and a few =
personal contributions.

Once again we remind that we are not blocking the proposal and extend =
our deepest solidarity to the companer@s of CMI-Brazil :)
