[Imc-finance] IMC-SEATTLE ON BRASIL PROPOSAL 2003-C

hi everyone,

seattle imc has discussed all these proposals in a general meeting 
and on-line with the spokescouncil.  as with imc-athens there were a 
number of questions which came up regarding the brasil proposal.  we 
are hoping that someone from imc-brasil could help clarify a few 
points.

rio proposal:

we are fully supportive of the rio proposal for the video projector. 
we do alot of screenings in seattle and recognize how valuable this 
can be for community building and organizing.

imc-brasil proposal:

like imc-athens, the seattle imc collective does not want to block 
the larger imc-brasil proposal and in general is very supportive of 
this proposal.  but want to share a few comments and questions. 
there were several stand-asides with regard to this proposal, but the 
general collective wants to see imc-brasil be supported.

these are the collective concerns and comments:

1.  the amount is approximately 10% of the global fund and we have no 
criteria for disbursement and no plans for how to raise money once 
the global account balance is zero.

2.  concerns about leasing equipment for cost reasons, but also 
acknowledged that the importance and timing of WSF was a suffcient 
reason to do it anyway.

3.  there was concern that there seems to be no local contribution in 
the proposal and a request was made for more information regarding 
local contribution.  it was expressed that it is important for each 
local to focus on how to make their own collectives sustainable and 
not rely exclusively on the limited funds from the global network.

4.  requests for funding were requested from imc-communication 
liaisons, and people coming to porto alegre will be asked to support 
the efforts.  if additional funds are raised, would those funds be 
reimbursed to the global network since those would be additional 
funds.

5.  there didn't seem to be alot of information about the imc-brasil 
national meeting.  the proposal seemed to be focussed on wsf planning 
and yet the request specified needing to have a national meeting. 
it was also discussed that this networking meeting for imc-brasil is 
very exciting and the rest of the network could learn alot from 
observing this process.  people expressed interest in documentation 
of this meeting and was there any discussion going on about the 
organizing for this meeting, since that was what the proposal 
mentions.

We are supportive of this proposal and also hope someone from 
imc-brasil can answer our questions.
