[Imc-finance] Emergency Proposal for IMC Peru - deadline June 13th

This is an emergency proposal of $500 for imc peru. None of them speak
english so i've been working with them on translating the proposal in
to english. But i'm busy and haven't had time to finish the
translation. I feel really bad about it. So this is a proposal from imc
peru. They wanted $2000 but there isn't enough time for that. The state
of emergency is right now, and the Cusco Encuentro starts in 3 days.
Hopefully we've figured out a donation of a couple laptops which should
help their computer situation.
So the deadline for this is June 13th. It's $500 of emergency funds for
imc peru.
If somebody has time and speaks both english and spanish, please
translate the rest. They also have a spreasheet of what they would
purchase with the full $2000, but i'm not including that because this
is just the emergency proposal to cover the state of emergency,
potential general strike, and Cusco encuentro.

While we were preparing this proposal a state of emergency was
declaired throughout our country. Origionally we were writing an
invitation for people to come to the First Indigenous Encuentro
TAWAINTISUYU –ABYA YALA- PACHA which will be taking place in Cusco,
Peru the 10th through the 24th of June. We still extend the invitation.
But our reality has changed. Now the need and work of IMC Peru has
become more dificult and we urgently need the support of our fellow
IMC's.
The Current Situation:
The state of emergency is evidence of the incapacity of the
governmental power to provide political solutions. The social protests
and mobalizations in Peru are demanding that the president, Alejandro
Toledo, keep his campaign promises. It's important for you to know that
during the 30 day State of Emergency that many rights have been
suspended: the freedom to assemble and meet, the right against searches
of people's homes, the freedom to travel within the country, the right
to due process for arrests and detenions. Right now 12 of the 24
proviences of Peru are under direct military control. The government
has said that there is some possiblity that they will lift the state of
emergency but for now it continues.
One of the departments under military control is Puno, along the border
with Bolivia. There a student from the National University of the
Antiplano, Johny Edy Quilca Cruz, 22, was shot and killed in the
protests. More than 40 people have bullit wounds from the police and
army opening fire with live amunition on the protests and 30 more were
injured when the government attacked the protesters with clubs. In
addition, four students from the Puno area have been disapeared. In
Barranca, a province south of the capital Lima, the police also opened
fire with live amunition on the crowd, hospitalizing 16, some of them
in serious condition. By the third day of the state of emergency the
government admits to 204 arrests. The teachers union, SUTEP, says that
they've had 150 of their teachers arrested.
Even though the there has been a declaired state of emergency and the
nationwide teachers strike has been declaired illegal, SUTEP, and other
social movements are continuing the strikes and protests.
Despite the mobalization of Tuesday, June 3, which was called by the
Central Union of Peruvian Workers (CGT), to lift the state of emergency
drew multitudes of particpants in both Lima and the proviences, the
government has continued it's repression and refused to release the
teachers. In the proviences the protests are continuing despite the
military occupying the streets. In Lima, after what happened in Puno,
the military have temporarily stopped the major plazas and
intersections through out the city.
First Indigenous Encuentro, Tawa Inti Suyu, Abya Yala
Pacha of Indigenous youth and communities, Cusco.
This encuentro hopes to develop a space for social movements,
indigenous and non-indigenous, african-adeanian, and people who are
economocially exploited, politically disempowered, socially oppressed,
legally disenfranchised, subject to racial descrimination, militarily
massacared, culturally devalued and subjugated, spirtually and
religiously persecuited under a system of euro-colonalism. In this
space, to consolidate a working ideological, political, and cultural
platform of Tawantinsuyu Abya Yala, all of our América.
It's relevence is the need in a sense to "rescesitate" the origional
culture of ABYA YALA-PACHA (América) and the search for an inculsivity
within the realities of different countries, which refelects a new
social politics and economy.
This Encuentro is logistically self-managed and self-financed. Trying
not to depend financing with strings attached. In this event, everybody
speaks and represents themselves and not as the voice of "any political
party, nor ideology which is external, nor the church, nor any
religious sect, nor any NGO, nor the colonia state, nor campesino or
indigenous organization."
How can this encuentro take place under the state of emergency? How can
an imc function to cover the encuentro and to provide protection for it
through the prescence of independent media, and, on the other hand, how
can we reinforce the work of imc peru? We do not know the answers to
these questions.

The work of IMC Perú:
* These days one of the areas which are focusing on are denoucing Human
Rights violations which are taking place under the State of Emergency
and spreading information about the acts of resistance in which both
the unions and general population are engaging. The Peru IMC is just
starting to get known within the country. But the technical and
economic limitations that we have to deal with now are making the work
quite dificult.
* On the other hand, we are asking, perhaps a little late, for
resources to esablish a media lab center to produce and desiminate
independent information in Cusco.
For this we have an urgent need of slidarity from all the IMC
collectives:
1.- We invite you to join us in Cusco to help cover the encuentro and
resistance of the Peruvian people.
3.- We need ongoing technical help with maintaining our website.

4.- El apoyo con recursos económicos, que permita el traslado de
compañeros a provincias, la realización de encuentros de difusión y la
elaboración de materiales de difusión: stikers, camisetas, afiches.
5.- Envío de materiales de difusión disponibles en otros IMC’s: videos,
camisetas, etc.
Tal vez, estos puntos sean demasiados, pero todo sus esfuerzos serán
muy valiosos para nosotros.
Para poder vincular directamente al mundo con lo que sucederá en Cuzco
agradeceríamos incluir en sus páginas un link que nos conecte
directamente.

Les pedimos a los imc’s de América que acompañen a las delegaciones
indígenas de sus países. Por otro lado, le sugerimos que las
delegaciones que lleguen al Perú vayan comunicándose a través de la
página. Estaremos atentos en su entrada, estadía y salida del Perú.

Datos generales sobre Cusco:
La ciudad del Cuzco, está situada en los Andes sur orientales, en el
valle del río Huatanay, a 3.360 metros de altitud y tiene 278 590
habitantes (1998). Es importante cuidarse de los efectos de la altura,
aunque no a todas las personas les perjudica la escasez de oxigeno.
Cuando lleguen, descansar, en lo posible el primer día, tomar mucha
agua, mascar coca o muña...son muy buenos para estabilizar la falta de
oxígeno. El clima en esta ciudad en algo severo, varia rápidamente de
cálido a extremadamente frío por las noches, las lluvias son muy
frecuentes. Es necesario por lo tanto prever abrigo para el frío y para
la lluvia
Adjuntamos el presupuesto considerado para el establecimiento del
centro de producción de información en Cusco.
