[Imc-finance] server space costs

Greetings kind finance folks,

We get a lot of messages addressed to the ender tech collective similar
to that below.  If they are coming from an new collective in north
amerikka then I tell whem we can help them if they cover their own
bandwidth costs at the price that we pay.  However for those from
elsewhere I'm reluctant to make this demand of them but we can't afford
to assume those costs here.

Can we come up with a process where global can cover the bandwidth costs
of new IMCs that we agree to serve, providing that they've exhausted any
free options?
