having a dollar amount helps! can someone send out a PENDING PROPOSAL for imc beirut. i believe this one would be 2003-h if i'm following sascha's very organized system correctly.
blue, your experience makes it clear that we need to draft a short paragraph called something like "how to submit a proposal for funds from the global imc network" and we need to update the wiki so that all the links work. that way people/imcs who are sending in a request would be really clear about what this list needs in order to take action on a proposal. should be easy for everyone involved.
and as has been pointed out several times, we also are lacking in specific criteria about how to make decisions and what to give priority to in terms of requests. but i think generally people want to see imcs in the south supported over those in the north. i've sent other emails about criteria in the past.

yes of course! sorry if there was confusion about the way i phrased my question. just trying to get clarification. i didn't mean to question whether the project was indymedia or not. just wanting to make sure since it was not exactly clear. and of course, the work of indymedia is about creating spaces to facilitate the making of media, the convergence of different communication projects, etc. it all sounds like good.

glad to hear you're talking with xavier. i am not sure if he's involved with the tech solidarity project that has been organizing computer shipments to south america up until now. i haven't seen his name on the list. you can check out more of this information here:

it sounds like the uk folks are doing their thing and it sounds like it falls within the larger category of tech solidarity, but i don't know anything more about what they are doing. evan has been one of the contacts for the tech solidarity project. we're still raising money for the second shipment. the first shipment funding came from multiple sources - in kind donations, lots of volunteer tech support from sf to portland to oakland to seattle, the portland freegeek people, indymedia people of course, individual donors, a call out for funds on the global site, a small foundation in sf, etc. we're still looking for funds and have some other possibilities with the open society institute.

you are right blue, we don't really have clear information on how to send in a proposal and some of the links off docs.indymedia take you to kropotkin.indymedia.org and the links are bad. also, i think that many of the proposals that have come through have been supported by people who do know or who have gone through the process before. we need to make this much clearer and have the information handy. perhaps as soon as a request comes in, an email goes out with the how to info.
the timeline process is on the finance wiki, but the wiki is also not updated with all current proposals that have come through or funds that have been allocated. i guess we're behind. as of july 2002, a little less than a year ago we had 48,000 in the bank. where are we now?
here's the original proposal about making this list an empowered working group:
http://lists.indymedia.org/mailman/public/imc-finance/2002-April/001186.html
here's the email that clarifies how decisions will be made in terms of timeline and different kinds of requests - emergency, under 500 or over 500. http://lists.indymedia.org/mailman/public/imc-finance/2002-July/001365.html
the pertinent section is:
PROPOSAL A:
For making structural decisions concerning the Finance Working Group, we
will use the following the decision-making process:
1. 2-week long discussion period;
2. Week-long discussion extensions by request;
3. Clearly defined decision deadlines;
4. Posting pending working group decisions/deadlines to our summary page.
All timelines for proposal decision-deadlines will begin 3 days after the
proposal is sent to the translation list. Authors of proposals are
responsible for sending the proposal to the translation list.
All pending requests must be posted to the IMC-Finance summary page (or
its replacement) with clearly labeled decision-deadlines and funding
summaries. The summary page is located at:
http://kropotkin.indymedia.org/moin/moin.cgi/FinanceWorkingGroupSummary
***
PROPOSAL B:
For making fund allocations we will follow the following decision-making
timeline:
EMERGENCY FUNDING: 2 Days
REGULAR FUNDING below 500$: 1 week -- with 1 day extensions by request.
REGULAR FUNDING above 500$: 2 weeks -- with 1-week extensions by request.
All timelines for proposal decision-deadlines will begin 3 days after the
proposal is sent to the translation list. Authors of proposals are
responsible for sending the proposal to the translation list.
All pending requests must be posted to the IMC-Finance summary page (or
its replacement) with clearly labeled decision-deadlines and funding
summaries. The summary page is located at:

it might be good for us to update these links so that they are easily found and update the email that is sent to all liaisons. can anyone help with this?
thanks blue for helping us clarify our process and i hope your proposal can be on its way soon!
