We discussed this proposal on our last meeting and decided to support it.
But since the IMC Finance wg doesn't have a consensus on it yet, I believe
the original proposal should be modified so that it can be rediscussed by
the collectives that did not approve it at first.

Thinking on changes that could make the proposal more approvable, I would
like to ask IMC St. Louis a couple of questions:

1) Could the IMC St. Louis buy a cheaper video projector? Be it a second
hand one or one with less features than the Mitsubishi SD200u DLP? Would it
still attend your needs?

I'm asking this because CMI Rio de Janeiro, another collective from the CMI
Brasil network, bought a second hand video projector at the beginning of
the year, which costed about $900. But I don't know anything about video
projectors and maybe the kind of video projector they bought wouldn't be of
any help to IMC St. Louis. So I will take IMC St. Louis response to it as my
own.

2) Can the IMC St. Louis repay the global funds in less than three years?

Three years is quite a long time considering that in over a year we
disbursed about $20.000 and that we only have another $20.000 to disburse. I
believe other IMCs would feel more confortable about the proposal if this
time frame could be reduced. Is it possible?

Well, we hope IMC Finance will be able to reach a consensus on this
proposal soon.

Nós discutimos esta proposta em nossa última reunião e decidimos apoiá-la.
Mas já que o grupo-de-trabalho IMC Finance ainda não chegou num consenso a
respeito, creio que devemos tentar modificá-la para que ela possa ser

1) O IMC St. Louis poderia comprar um projetor de vídeo mais barato? Seja um
projetor de segunda mão ou um com menos recursos que o Mitsubishi SD200u
DLP? Um projetor mais barato poderia atender suas necessidades?

Pergunto isso porque o CMI Rio de Janeiro, outro coletivo da rede CMI
Brasil, comprou um projetor de vídeo de segunda mão no começo do ano, que
custou cerca de $900 dólares. Mas eu não sei nada sobre projetores de vídeo,
então vou tomar a resposta do IMC St. Louis como minha.

2) O IMC St. Louis poderia reembolsar o fundo global em menos de três anos?

Três anos é bastante tempo, considerando que em pouco mais de um ano nós
distribuímos cerca de $20.000 dólares e que temos apenas outros $20.000 para
serem distribuídos. E creio que outros CMIs se sentiriam mais confortáveis
se esse tempo pudesse ser reduzido. Isso é possível?

| Projector Proposal:
|
| Introduction:
|         The Saint Louis IMC [STLIMC] collective is requesting a
| microcredit loan
| of  $2144 to purchase a  Mitsubishi SD200u DLP video projector  from
| www.projectorpeople.com to continue our successful Backyard Film Series.
|         The STLIMC and the Community Arts and Media Project [CAMP] in
| which it is
| housed have recently  been the object of intense, persistent government
| and police harassment, see www.stlimc.org for details. Film is a very
| accessible medium and  our film series has proven to be a  successful
| outreach  and fund raising tool. Owning a projector would be a boon to our
| IMC and help ensure the continuation of our film series.

| Program Detail:
| The Saint Louis IMC has has put on a number of films and series ; these
| events  have been  great community outreach , education, and fund raising
| tools. A projector would enable our IMC to screen films and series with
| reduced financial and logistical cost. We have had success promoting our
| events, from getting them featured in alternative  and not so alternative
| press to soliciting PSA's from a local radio station. Our events are self
| sustaining; a recent single screening of Straight Outa Hunters Point in
| the CAMP backyard brought in over $200 with around a hundred people in
| attendance. We ask for a $5 donation at our film screenings and neighbors
| get in free. The projector would also be available to rent for small not
| for profit events for a $50 per use and to other groups or individuals for
| $80 per use. We have been approached by several groups in need of a
| projector; it appears there is a demand.

| Financial Detail:
|         We think that microcredit is a good way to maintain the financial
| health
| of the network, to use global funds as they are needed but to ensure that
| as many IMCs benefit from them as possible. As a North American IMC we
| recognize access to capital is not as big of a problem as for southern
| IMCs and so we asking for a loan, with interest, and not a grant.
|         We propose to pay back a loan of $2144 over 3 years at 5% .  We
| would
| begin paying back the loan after 6 months. We would make quarterly
| payments of $195. We are happy to negotiate an interest rate down not so
| happy to negotiate up. The STLIMC treasurer  would be responsible for
| making quarterly payments. The STLIMC  is financially healthy; we pay rent
| to CAMP [www.stlcamp.org] and have been in existence for over 2 years. An
