[Imc-finance] Proposal 2004-D anti-wef request imc-poland 500USD

hey,

deadline is passed already, nobody spoke up against it; in the meantime 
there was an edit of the proposal. This edit basically contained an 
update on the situation and a slightly lower budget

so i guess we don't need an extra discussion period for it and i think 
the proposal can be approved
if not, please speak up before 10pm GMT tonight
