Hi imc-finance (and imc-africa by cc),

This is Jay from IMC Philadelphia.  Some of you may know me, others may 
not.  Hello to everyone.

I've recently started to support imc-africa group in its attempt to raise 
some money to support the travel of African delegates to the upcoming 
conference in Senegal.  I haven't been on imc-fiance for a while, but I 
understand Sphinx sent a request for funds.  I also have seen Joeri's below 
reply asking for clarification and expressing some concern about the amount 
of money requested.

I e-mailed imc-africa with the below idea a few days ago and haven't heard 
any dissent.  I don't know the current process on imc-finance but I would 
love for someone who does to help work this into a proposal.  Plus, we need 
to act on this SOON.  The conference is scheduled for March 1-14 and I'm 
pretty sure most delegates will have to get visas, or at least make plane 
reservations as soon as possible.

Here's the idea.  Right now imc-africa has a great list of delegates 
intending to come from around Africa.  Some IMCs, even forming IMCs, are 
interested in sending more than one, which is great . . . and expensive.  I 
think we all should do our best to get at least one person from each IMC to 
be able to come to Senegal.

What do people on imc-finance think of imc-africa asking formally for 
enough money to get at least one person from each of the interested IMC 
groups to get to the conference?  Then we could have a firm, more 
manageable amount.

That would be, according to Sphinx's estimates:

1from South Africa  = 877 Euro
1 from Ambazonia =   750 Euro
1 from Congo =         1200 Euro
1 from Angola =        1100  Euro
1 from Kenya =          1100 Euro
1 from Madiaq =            450 Euro

Total:   5477 Euro

Plus, 533 Euro to help pay for expenses in Senegal.  Total = 6000 Euro.

If imc-finance would release 6000 Euro to pay for the tickets that will 
assure the conference will have representation from at least 6 African 
IMCs, plus Senegal.  That will be a great stride forward for African 
indymedia organizing!

As for the fear from imc-finance that imc-africa is asking for too much, 
perhaps imc-africa can pay back imc-finance "33 cents on the 
dollar."  Meaning, if imc-africa independently raises 9,000 Euro toward the 
conference, they'll pay imc-finance back 3000 Euro of what they lent.  If 
they raise 15000 Euro they'll pay back 5000 Euro.  In other words, 
imc-finance will be able to assure some level of success at an essential 
Indymedia conference but at the same time we will all make sure imc-finance 
doesn't have to be afraid imc-africa will drain all its money.

How does this sound?
