[Imc-finance] Request for support of the Dakar Conference

I didn't write it as an official proposal, actually, but it seems to have 
become one.  :)

It's true.  I think this conference is important though, even though 
airfare is sooo expensive.  The hope is that the people who go to Dakar 
will be act as seeds for local IMCs in their countries and inspire a 
continent-wide push toward independent media organizing by making a unified 
plan for future independent media organizing all over the continent.  Yes, 
this kind of money could pay for a whole lot of other things like 
equipment, internet time, and lots of things that are essential to a 
working IMC.  Right now, though, we could send a dozen digital cameras to 
Kenya, the Congo, Angola, etc. but if there's no coherent plan in place to 
use the equipment all that technology wouldn't amount to anything.

The vision, I think, is that if this handful of people can inspire a 
continental network to grow, they'll be able to work together to raise the 
money they need for equipment in the future.  It's kind of a gamble.
