[Imc-finance] re: Dakar

hey,

deadline is long overdue already, and we don't have a decision yet; 
several critics towards the project were brought up

i propose that if there are no motivated blocks in 48h (1pm GMT on 
monday the 1st), the total funding (based on jay's proposal) goes on

if more info is needed, please ask sphinx as soon as possible

if there are compromise-proposals, please do as quickly as possible as well
