[Imc-finance] proposals 2004-F and 2004-G

One of the list admins from the IMC-RNC-Converge list is sending me a list
of IMCs that are involved tomorrow.  I also think it makes sense to move
back the decision-deadline date on proposal 2004-F by a week to allow more
time for questions and answers (I'll send out an e-mail to that affect
after this one).
