concerning the ESF 12-15 Nov (not EEC!) : yes there are funds. 
some proportion of the organisational fees have been set apart precisely 
for that (10% ?)
now, how to get access to these to help someone coming from Lebanon, I 
don't know.
Passing the message to the local collective, maybe someone knows...
