Rapport de la réunion de préparation G8 à Genève (le 1 et 2 mars) 

Général 

Début de mars une réunion Internationale de préparation pour les actions 
anti-G8 a eu lieu à Genève en Suisse. Il y avait environ 250 personnes, 
principalement de France et de Suisse, mais aussi du Danemark, 
d'Angleterre, d'Italie et d'Espagne. C'était un groupe divers avec des 
syndicalistes, Attac, des organisations de jeunes, des anarchistes et 
d'autres activistes. La réunion commencée avec un résumé de la situation 
actuelle liée au G8 et une présentation des plans existants : une grande 
manifestation, un blocus, beaucoup de grands 'feux' autour du lac, un 
contre-sommet et des villages alternatifs divers. 

Qu'est-ce qu'il en est de tout cela ? 

Le sommet G8 est une réunion informelle des 7 plus grandes économies (et 
la Russie). Il n'y a pas toujours d'ordre du jour clair, mais les 
organisations non gouvernementales françaises qui ont eu une consultation 
avec le gouvernement français ont obtenu la liste suivante des points à 
l'ordre du jour : 1 Solidarité avec l'Afrique / dettes, 2 Responsabilité 
quant à énergie, agriculture et diversité biologique, 3 affaire 
responsable Sociale, 4 Sécurité et la lutte contre les armes de 
destruction massive 

En plus de cela on leur a dit que le G8 consistera en deux parties : 
dimanche, le 1 juin : d'abord une réunion sur l'Afrique (et un peu plus de 
choses) ensemble avec un peu plus de pays (G20) lundi et mardi : la 
réunion du G8 'normale'. 

En général, la guerre aura une grande influence sur l'ordre du jour et les 
discussions. L'état de la guerre influencera aussi la stratégie des grands 
groupes français comme Attac. Si la France s'oppose toujours à l'Amérique 
et à l'Angleterre ils ne voudront pas attaquer leur gouvernement trop 
durement. Si ce n'est plus pertinent désormais (parce que la France a 
changé sa position ou la guerre est finie) ils n'ont plus d'argument 
pourquoi ils ne devraient pas clairement rejeter l'existence du G8. 

Les délégués du G8 organiseront probablement une consultation avec les 
organisations non gouvernementales sur les quatre thèmes suivants : santé 
et eau, agriculture, dettes et commerce. 

Manifestation et blocus 

La discussion principale pendant la réunion de séance plénière a porté sur 
la manifestation et le blocus. Comme d'habitude, les syndicats et Attac 
veulent manifester, si possible à Genève. Les français veulent que les 
gens du reste de la France puissent rentrer à la maison le dimanche soir, 
pour pourvoir être au travail le lundi. Une partie de ce groupe était en 
faveur du samedi après-midi, tandis que d'autres préféraient dimanche 
matin. Le Blocus est principalement le plan de groupes suisses et doit 
avoir lieu pendant l'ouverture du G8, c'est-à-dire  dimanche. Il est vite 
devenu assez clair que toutes les organisations présentes, y compris Attac 
et les syndicats étaient pour le blocus. Après une longue discussion, nous 
avions aussi été capables de nous mettre d'accord sur des dates et des 
heures : la manifestation commencera le dimanche matin (le 1 juin) et 
rencontrera le blocus. Un point très positif consiste en ce que toutes les 
organisations ont promis de promouvoir le blocus activement, tant que 
chacun reste librede rentrer à temps  à la maison. Il reste toujours à 
voir comment cela se mettra en place en pratique. Une autre question 
difficile était la solidarité au cas où les choses échapperaient à tout 
contrôle avec la police. Le blocus est sensé être non violent, mais chacun 
sait qu'il y a toujours un rique que le comportement agressif de la police 
échappe à tout contrôle. Si cela arrive, qu'est-ce qui se passera avec la 
solidarité d'Attac et des syndicats les jours suivants ? Ce point est 
toujours peu clair, en partie parce que beaucoup des présents n'avaient 
aucun mandat de leur organisation pour faire quelque promesse que ce soit 
sur ce sujet. 

Le sommet G8 lui-même aura lieu à Evian. Ce village et ses environs seront 
un ' secteur interdit à la circulation' fermé et personne n'envisage d'y 
aller. Cependant, il n'y a pas assez de place dans Evian pour tout le 
monde. Beaucoup de membres de délégation, journalistes, livreurs,  etc 
devront dormir et travailler dans les environs. C'est aussi le principal 
point faible ; chaque jour probablement des milliers des gens devront être 
transportés vers Evian et hors d'Evian, depuis  divers villages  et hôtels 
autour du lac. Des groupes suisses se concentreront sur Lausanne et la 
route d'Evian à l'est. Le grand blocus sera sur le côté d'ouest, entre 
Genève et Evian. La distance entre les montagnes et le Lac de Genève est 
ici environ 6 km. Deux groupes, un des montagnes (la France) et un du lac 
(la Suisse), essayeront de tenir la frontière entre les deux pays ouverts. 


Les villages d'activiste. Il est probable que 4 villages seront installés 
dans les jours précédant le sommet : Un à Lausanne en Suisse, organisé par 
des groupes locaux. Il y aura probablement un dans ou près de Genève, 
aussi en Suisse et organisé par des groupes locaux. Aussi, il y en aura 
deux à Annemasse, une sorte de banlieue de Genève, mais juste sur le côté 
français de la frontière. La plupart des discussions ont concerné les deux 
derniers ; pourquoi ne pouvaient-ils pas se joindre pour former un seul 
village ? Les deux initiatives regroupent des gens et des groupes 
chouettes, mais ils n'ont pas réussi à tomber d'accord pendant trois mois 
déjà sur les objectifs du camp et comment il devrait être ouvert . C'est 
trop compliqué à expliquer ici, mais il a été décidé de continuer 
séparément. Il y aura la coopération pour des questions pratiques comme 
l'obtention de la permission pour l'emplacement et l'électricité et l'eau. 
Probablement, les deux camps seront près l'un de l'autre pour que les 
visiteurs puissent se déplacer facilement entre les camps. 

Le premier village sera appelé VAAG, qui signifie le village Alternatif, 
Anti-capitaliste et Anti-Guerre. Pour une encore meilleure abréviation 
voir CLAAG : la convergence des luttes antiautoritaires et 
anticapitalistes contre le G8). Ils veulent principalement rassembler leur 
réseau libertaire propre pour ce camp. 
L'autre village se cherche toujours un nom. Le réseau d'organisation 'G8 
Illegal'  consiste en groupes plus divers : les anarchistes, des Verts, 
des étudiants, les gens de centres sociaux de réseaux différents et et, 
selon le commérage, il y a là même quelques Trotskistes, mais je n'en ai 
en réalité rencontré aucun. Les points de vue de Ces villages sont : * un 
rejet total du G8 * Auto-organisation et pas de hiérarchie * le Respect 
pour l'environnement * Contre le sexisme, le racisme, l'homophobie, 
l'antisémitisme, etc * Pour le reste, ouverture politique pour les groupes 
qui participent activement 

Les deux villages commenceront le 28 mai et resteront jusqu'au 3 juin, la 
fin du sommet G8. Les programmes sont toujours à l'étude, mais dans les 
premiers jours il y aura beaucoup d'attention sur des alternatives 
anti-capitalistes, des ateliers, des présentations et des discussions. Les 
deux villages travailleront avec une structure organisationnelle 
horizontale, des départements indépendants et des groupes d'affinité. On 
s'attend à ce que tous 'les villageois' participent aux manifestations 
pendant le sommet. 

Les gens essayent d'arranger le logement distinct pour les grands groupes 
de gens dont l'arrivée est attendue pour le dimanche. 
Bio-Barrio : Les deux villages veulent travailler avec des quartiers à 
thème, ou 'barrios'. Un SEED (une GRAINE) veut organiser un bio-barrio, où 
nous pouvons concentrer l'attention sur la lutte des agriculteurs, tant 
dans le Tiers-Monde qu'en Europe, sur l'agriculture organique et 
l'environnement. Nous le ferons avec un programme de présentations, des 
discussions, des vidéos et des performances, mais aussi en montrant et 
mettant en pratique des alternatives respectueuses de l'environnement. 
Nous publierons une information plus concrète sur Bio-Barrio plus tard et 
le mettrons à www.aseed.net 

Ce n'est pas 100 % sûr quel camp rejoindra SEED. Nous voudrions un camp 
international, où on ne parle pas que le français. Nous sommes en contact 
avec les gens de Barcelone et l'Allemagne pour prendre une décision 
commune. Ce sera probablement village ouvert parce que nous pensons qu'il 
est vraiment important d'être capable d'impliquer un public plus large 
dans nos activités. 

Vue d'ensemble. En plus de la manifestation, du blocus et des villages, la 
chose suivante a aussi été projetée : 

Le contre-sommet : 

à Genève, les gens sont occupé par l'organisation d'un ' Sommet pour un 
monde différent '. Les thèmes qui ont été mentionnés sont jusqu'ici : 
l'Afrique, l'épuisement de ressources naturelles,  l'entreprise 
socialement responsable , le programme d'ajustement structurel  et la 
dette, la politique agricole européenne (par Via Campesina), l'Argentine, 
l'eau, l'énergie nucléaire et les problèmes locaux. En tout cas, il y aura 
des traductions en espagnol et en anglais et peut-être aussi en allemand 
et italien. La Suisse multilingue est assez intéressante quand on en vient 
à la traduction. 

Les Feux autour du lac : 

le ' Feu au Lac ' (grossièrement traduit comme Cas d'urgence!) est une 
expression utilisée par les pêcheurs pour faire comprendre qu'ils doivent 
rentrer à la maison rapidement à cause de la tombée du jour. C'était aussi 
une vieille tradition pour avertir les environs avec un feu de signal 
d'alarme chaque fois que le danger menace. Coïncidence supplémentaire, le 
morceau 'la Fumée sur l'Eau' de Deep Purple a été apparemment inspiré par 
les nuages de fumée s'accrochant au-dessus du lac de Genève. Plus qu'assez 
de raison pour que des groupes locaux allument de grands feux autour du 
lac le samedi soir, juste avant le sommet. Il y a des plans de le faire 
dans plus de 50 endroits. C'est un grand lac et cela devrait être un beau 
spectacle. C'est aussi une bonne façon pour que les camps d'activistes 
dispersés et les groupes de préparation se connectent entre aux. 

Les négociations ont déjà commencé à essayer de limiter l'opposition des 
français et des Suisse. Les gens préféreraient parler 'à Paris', comme il 
y a probablement plus de chance de coopération des autorités là-bas 
qu'avec les conseils locaux de droite et le département de Haute Savoie. 
Pour le reste, tous les groupes français protestent lourdement contre les 
restrictions possibles de la liberté de mouvement des manifestants et la 
fermeture de la frontière. 

En général des équipes Légales sont prévues. Un groupe s'est occupé des 
préparatifs pour avoir des observateurs pendant les actions, des avocats 
et des groupes de détenus. Si vous voulez aider avec cela, vous pouvez 
entrer en contact avec albala.n at wanadoo.fr. Quelqu'un d'Attac s'est occupé 
d'une équipe médicale (je n'ai pas d'adresse de contact pour cela). Il y a 
une grande teuf projetée pour le dimanche soir après le blocus. En plus 
des villages, il devrait y avoir plusieurs points d'information. Il 
devrait y avoir de points d'accès IndyMedia/Internet tant dans les 
villages que d'autres emplacements. Les gens pensent à un émetteur radio 
pour faciliter la communication pendant le sommet. Trouver où dormir est 
rendu difficile par la police, qui a déjà réquisitionné plusieurs 
bâtiments. 

L'aide nécessaire. En tant que SEED nous ferons deux choses; comme écrit 
ci-dessus nous prendrons l'initiative pour le Bio-Barrio. Mais nous avons 
aussi besoin de l'aide d'autres groupes européens qui sont intéressés par 
cette question. En plus de cela nous voulons aider avec la mobilisation 
générale aux Pays-Bas. Aussi pour cela nous voulons que les gens nous 
rejoignent, particulièrement des groupes qui travaillent sur d'autres 
questions, pour que nous puissions élargir la mobilisation et les 
préparatifs pour 'Evian'.

Hi,

So far we haven't used this new email list for the Agrocadabra Food
campaign tat much. But here you have something to read about our
preparation for the G8 meeting in France. Agriculture will probably be one
of the issues on the agenda and we hope to organise a good programme on
farming and agriculture at the 'alternative village'.

Soon we will also send some information about the genespotting plans and a
planned anti-GMO action in Lyon.

Report of the G8 preparation meeting in Genève (March 1 and 2)

General

the beginning of March an International preparation meeting for the
anti-G8 actions took place in Geneva in Switzerland. There were about 250
people, mainly from France and Switzerland but also from Denmark, England,
Italy and Spain. It was a diverse group with trade unionists, Attac, youth
organisations, anarchists and other activists.
The meeting started with a summary of the current situation related to the
G8 and a presentation of the existing plans: a big demonstration, a
blockade, many big 'bonfires' around the lake, a counter summit and
diverse alternative villages.

What is it all about?

The G8 summit is an informal meeting with the 7 biggest economies (and
Russia). There isn't always a clear agenda, but French NGOs who had a
consultation with the French government got the following list of agenda
points:
1 Solidarity with Africa / debts,
2 Responsibility regarding energy, agriculture and biodiversity,
3 Social responsible business,
4 Security and the fight against weapons of mass destruction

Besides this they were told that the G8 will consist of two parts:
Sunday June 1: first a meeting about Africa (and some more things)
together with some more countries (G20)
Monday and Tuesday: the 'normal' G8 meeting.

In general, the war will have a big influence on the agenda and the
discussions. The state of the war will also influence the strategy of the
big French groups like Attac. If France is still opposing America and
England they don't want to attack their government too hard. If this is
not relevant anymore (because France changed its position or the war is
over) they don't have any argument why they should not clearly reject the
existence of the G8.

Delegates of the G8 will probably organise a consultation of NGOs about
the following four themes: health and water, agriculture, debts and trade.

Demonstration and blockade

The main discussion during the plenary meeting was about the demonstration
and the blockade. As usual, the trade unions and Attac want to
demonstrate, if possible in Geneva. The French want people from the rest
of France to be able to get home on Sunday evening, so that they can get
to work on Monday. Part of this group were in favour of Saturday
afternoon, while others preferred Sunday morning.
The Blockade is primarily the plan of Swiss groups and must take place
during the opening of the G8, i.e. Sunday.
It became clear fairly soon that all of the organisations present,
including Attac and the trade unions also supported the blockade. After a
long discussion, we were also able to agree about the dates and times: the
demonstration will begin on Sunday morning (1st June) and will meet up
with the blockade. One very positive point is that all the organisations
promised to promote the blockade actively, as long as everyone is free in
time to get home. It still remains to be seen how this will work out in
practice.
Another difficult issue was solidarity in the event that things get out of
hand with the police.  The blockade is intended to be non-violent, but
everyone knows that there is always a chance that aggressive behaviour
from the police will get out of hand. If this happens, what will happen
with Attacs and the unions' solidarity in the days after? This point is
still unclear, partly because many of those present had no mandate from
their organisations to make any promises on this subject.

The G8 top itself will take place in Evian. This village and the
surrounding area will be one shut-off 'no go area', and nobody is
considering going there. However, there is not enough room in Evian for
everyone. Many delegation members, journalists, deliverers, etc will have
to sleep and work in the surrounding areas. This is also the top_s weak
point; every day probably thousands of people will have to be brought to
and from Evian from various villages and hotels around the lake. Swiss
groups will concentrate on Lausanne and the road from Evian to the east.
The large blockade will be on the west side, between Geneva and Evian. The
distance between the mountains and the Lake of Geneva is about 6 km here.
Two groups, one from the mountains (France) and one from the lake
(Switzerland), will try to keep the border between the two countries open.

The activist villages
It is likely that 4 villages will be set up in the days leading up to the
top:
One in Lausanne in Switzerland, organised by local groups
There will probably be one in or near Geneva, also in Switzerland and
organised by local groups.
As well, there will be two in Annemasse, a sort of suburb of Geneva, but
just on the French side of the border. Most of the discussions concerned
the last two; couldn't they join up to form one village? Both initiatives
consist of nice people and groups, but they have been disagreeing for
three months already about the camp's objectives and how open it should
be. It's too complicated to explain here, but it has been decided to
continue separately. There will be cooperation for practical matters like
gaining permission for the location and electricity and water. Probably,
both camps will be close to each other so that visitors can move easily
between camps.

The first village will be called VAAG, which stands for Alternative,
Anti-capitalist and Anti- War village. For an even better abbreviation see
CLAAG: convergence des lutes antiautoritaire et anticapitaliste contre le
G8) They primarily want to summon their own libertarian network for the
camp.

The other village is still thinking up a name. The organising network 'G8
Illegal' consists of a more varied group of people: anarchists, greens,
students, people from different social centres and networks, and,
according to gossip, there's even a few Trotskists, but I didn't actually
meet any. These villages' viewpoints are:
* A total rejection of the G8
* Self organisation and no hierarchy
* Respect for the environment
* Against sexism, racism, homophobia, anti-semitism, etc
* For the rest, political openness for groups to participate actively

Both villages will begin on the 28th of May and remain until the 3rd of
June, the end of the G8 top. The programs are still being worked on, but
in the first days there will be a lot of attention for anti-capitalist
alternatives, workshops, presentations and discussions. Both villages will
work with a horizontal organisational structure, independent departments
and affinity groups. All 'villagers' are expected to take part in the
demonstrations during the top.

People are trying to arrange separate accommodation for the large groups
of people expected to arrive for the Sunday.

Bio-Barrio
Both villages want to work with theme-neighbourhoods, or 'barrios'. A SEED
wants to organise a bio-barrio, where we can concentrate attention on the
struggle of farmers, both in the Third World and Europe, organic
agriculture and the environment. We will do this with a program of
presentations, discussions, videos and performances, but also by showing
and putting into practice environmentally friendly alternatives. We will
send out more concrete information about the Bio Barrio later and put it
at www.aseed.net

It is not 100% sure which camp A SEED will join. We would like an
international camp, where not only French is spoken. We are in contact
with people from Barcelona and Germany to take a joint decision. It will
probably be the open village_ because we think it is really important to
be able to involve a broader public in our activities.

Overview of general plans
As well as the demo, the blockade and the villages, the following have
also been planned:

Counter Summit
In Geneva, people are busy organising a 'Top for a different world'.
Themes that have been mentioned so far are: Africa, the exhaustion of
natural resources, socially responsible enterprise, structural adjustment
programs and debts, European agricultural policy (by Via Campesina),
Argentina, water, nuclear power and local problems.
In any case, there will be translations in to Spanish and English, and
maybe also into German and Italian. The multi-lingual Swiss are pretty
good when it comes to translating.

Fires around the lake
'Le Feu au Lac' (roughly translated as Emergency!) is an expression used
by fishermen to make clear that they have to get home quickly because of
nightfall. It was also an old tradition to warn the surrounding area with
a beacon fire whenever danger threatened. As an extra co-incidence, the
number 'Smoke on the Water' by Deep Purple was apparently inspired by
clouds of smoke hanging above the lake of Geneva. More than enough reason
for local groups to light big fires around the lake on the Saturday
evening, just before the top. There are plans to do this in more than 50
locations. It's a big lake and should be a beautiful sight. It is also a
good way for the spread out activist camps and preparatory groups to
connect with each other.

Negotiations have already started to try to limit opposition from the
French and Swiss. People would prefer to talk to 'Paris', as there is
probably more chance of cooperation from the authorities there than from
the local right-wing councils and the district of Haute Savoie.
For the rest, all the French groups are protesting heavily against
possible restrictions of the freedom of movement of demonstrators and the
closing of the border.

In general
'Legal teams' are being prepared. One group is busy with the preparations
for observers during the actions, lawyers and detainee groups. If you want

Someone from Attac was busy with a medical team (I don't have any contact
address for this).
There is a big party planned for the Sunday evening after the blockade.
As well as the villages, there should also be several information points.
There should be indymedia/internet points both in the villages and other
locations.
People are thinking about a radio sender to facilitate communication
during the top.
Finding somewhere to sleep is being hindered by the police, who have
already requisitioned several buildings.

Help needed
As A SEED we will do two things; as written above we will take the
initiative for the Bio-Barrio. But we also need help from other European
groups who are interested in this issue. Besides this we want to help with
the general mobilisation in the Netherlands. Also for this we want people
to join us, especially from groups who are working on other issues, so
that we can broaden the mobilisation and preparations for 'Evian'.
