Given our criticisms of the French organisation of the ESF, of the
opaque decision-making process and the general lack of cooperation, and
given that the ESF's sites will only be open to people having paid the
entrance fee, indymedia paris has decided not to participate in the
organisation of alternative ESF press rooms.
The ESF's organisers will likely accord accreditation passes allowing
access to debates and press rooms to those alternative media who request
them (procedures to follow are listed below)>
As regards indymedia-paris, we have requested and should obtain
approximately 50 'accreditations' (possibly more) which will be
available for the indymedia websites and independent media who need
them.
Alongside the ESF, several 'external' events are foreseen in which
indymedia paris will be involved in various ways.
These concern:
- the Libertarian Social Forum
- EGL Call for Disobedience
- the MediaLab
- the House of Free Mediq - AG45
Indymedia-Paris' HQ will be at the 'House of Free Media' situated close
to the Villette and the MediaLab. Several computers connected to
internet will be freely available. There should also be a streaming
radio.

A-1/ Reminder and criticisms of the French organisation of the ESF

The Paris/St-Denis ESF organisations is structured around three bodies
A-1.1 Secretariat
Theoretically, the Secretariat oversees the execution of decisions of
the CIF (see below).
In reality, it is composed of auto-proclaimed persons and structures
(particularly union-based).
It is the central body in which decisions are made.
Negotiations for funding, accounting, providers, the choice of bank etc
were all made by the Secretariat's members, without calls for tender,
without the selection criteria having been discussed (eg ethics,
sustainable development). For example, the ESF's bank is a private
multinational company.
A-1.2 The French initiative committee (CIF)
Each member state of the ESF has an initiative committee which organises
their country's participation.
The CIF is a general assembly of all the ESF's signatories.
This should be the place in which the ESF is organised. In France,
however, it represents rather the space in which the Secretariat's
decisions are recorded.
A-1.3 Organising committees
These are comprised of theme-based workshops which prepare propositions
for the CIF. Each group works on a file, manages accounts, evaluates
quotes etc.
A-2/ What we think of the French organisation of the ESF
Since the beginning, the organisation of the ESF has been managed by
several organisations (particularly ATTAC and the group of 10 made up of
independent unions and part of the CGT).
There is no willingness to share information or the decision-making
process. The organisation is almost completely Parisian: there was no
discussion with the regions. No tool for decentralisation and
cooperation in the decision-making process was put into place.
The conclusion is that the Paris/St-Denis ESF's organisation follows a
hierarchical, centralised and closed model of organisation prevalent in
the very organisations and companies against which the ESF is supposed
to be reacting in its search for alternatives.
The big advances made in the opening up, or the improvement of the
facade, have been made thanks to the European meetings which have widely
criticised this organisation.
As a result, several decisions of the Secretariat have been absurd (the
hiring of the Zenith, a large concert hall costing several hundreds of
thousands of euros to hire was envisaged, a cinema belonging to VIVENDI
was hired to hold seminars despite the fact that alternative sites and
sites belonging to associations would have been preferable) and to
maintain the massive budget (at least 5 million euros for the three
days) funding was requested from the State, local collectives, entrance
fees etc.
Several hundreds of meetings, seminars and workshops are announced but
no objective has been defined. Like the previous ESFs or the previous
World Social Fora (Porto Allegre 2002, 2001), no archive, text, trace,
no call to mobilise seems to be envisaged. A question has to be asked:
what purpose does the ESF serve?
Given its organisation, its composition and its archaic structure, the
ESF is a European Forum which has forgotten its social dimension.

A-3/ The role of alternative media in the ESF
The ESF's organisation has decided to ignore debates on the media and
the development of alternatives to commercial press and publications.
These debates will be held alongside the ESF and will be organised by
the alternative media themselves.
On the ESF sites, alternative media will have access to media rooms.
A-3.1/ Alternative press rooms in the ESF
For the moment it seems that 3 scenarios are possible regarding these
rooms:
1 - It seems that these centres will be closed to the public. It will be
necessary to have an accreditation pass to accede to them.
2. These rooms could be freely accessible to participants (the public
and conference speakers), that is to say those who will have access (by
payment or invitation) to the ESF's conference sites.
3. Other source indicates that these centres will be freely accessible.
For the moment we have no further information.
A-3.2/ Public sites
The following sites are accessible:
*La Villette*
In the Southern part of La Villette: six to eight freely
accessible
computers, each connected to the internet.
*Bobigny*
In the Bergere park, several computers with access to internet
made
available by the Council.
*St Denis*
At the Town Hall, network plugs will allow the public to connect
to the
internet if they wish.
*Ivry*
In the Salle Gerard Philippe, network plugs will allow the
public to
connect to the internet if they wish.

The IndyMedia Paris-Ile de France collective has decided to request 50
non-nominative accreditations.
Currently, this has been accepted but several will have to be
nominative. It is possible to increase the number of accreditations.

A house managed by an assocation is providing a space for projects on
new information technologies.
These projects will include workshops on alternative media, training and
experimentation on new technologies.
The medialab is not an official site of the ESF. It will be open to
local partnerships and inhabitants.
Its programme will be announced in the ESF's programme.
Decisions concerning the organisation of the Medialab are taken in
meetings with all the project's participants.

The Media Lab will take place during the ESF.
A large number of the MediaLab's participants also participate in the
organisation of the media spaces in/with the ESF.
Others refuse to be involved, considering the ESF as an advertising and
media-driven event.

Indymedia Paris will organise 2 seminars in the MediaLab on open
publishing and the simputer.

The House of Free Media ('La maison des médias libres') is a permanent
group of alternative media in Paris.
It is at 45 rue d'Aubervilliers, M° Stalingrad, à Paris.
The alternative television production association Zalea, the alternative
radio Fréquence Paris Pluriels, a cooperative for the alternative
broadcasting of documentaries, reviews, newspapers, etc. And...
IndyMedia Paris.

During the ESF, AG45 will be the coordination site for Indymedia Paris
in order to organise coverage of the ESF and the different side events.
Several computers linked to internet will be freely accessible as well
as scanners, video editing software etc
A large tent will allow the organisation of a day of debates on free
media if necessary and parties at night.

A causa delle critiche che poniamo sull’organizzazione dell’FSE, della

chiaro metodo nella presa di decisioni, della mancanza di cooperazione
generale, e tenendo conto che i luoghi dell’FSE saranno aperti
solamente a

Parallelamente all’FSE sono previsti diversi ‘off’ all’interno dei quali
indyparigi s’implicherà in modi differenti.

Il centro d’indyparigi sarà nella ‘casa dei media liberi’ in prossimità

Il funzionamento dell’FSE è dall’inizio in mano a qualche organizzatore
(essenzialmente ATTAC, il gruppo dei 10 sindacati autonomi et una parte
della CGT)
Non c’è la volontà ne di condividere l’informazione ne la presa di
decisione. L’organizzazione è quasi per la sua totalità parigina,
praticamente non vi è stato alcuna collaborazione con la regione. Nessun
strumento di decentralizzazione e di cooperazione è stato messo in atto.
All’interno dell’fse si ricopia i modelli gerarchici e a compartimenti
stagni degli organismi e delle imprese contro i quali, giustamente,
l’fse è
sensato trovare delle alternative.
Diverse decisioni da parte del segretario d’organizzazione sono assurde
:
l’affitto dello Zenith, di alcune sale appartenenti al gruppo VIVENDI ,
un
budget colossale (5milioni d’euro) , sovvenzioni da parte dello stato e
delle collettività locali
. L’intero FSE sarà a pagamento.
Diverse centinaia di riunioni , seminari, ateliers sono annunciati, ma
alcun obbiettivo è stato ricercato. Come il precedente fse o come il
FSM
nessun archivio, nessun testo, nessuna traccia, nessun appello alla
mobilizzazione . Una questione si pone
a cosa serva l’fse?

media in generale e lo sviluppo di una alternativa ‘attivista’ della
stampa
e dell’edizione commerciale

Nello spazio dello fse la stampa alternativa avrà accesso ai siti di

tecnologie dell’informazione. Questo progetto accoglie durante l’fse

atelier sui media alternativi di formazione o di sperimentazione delle

Il medialab non è un luogo ufficiale dellìFSE, sarà aperto agli abitanti
del quartiere

En raison des critiques que nous portons sur l'organisation francaise du
FSE, de l'opacité des prises de décison, du manque de coopération en
générale, et compte tenu du fait que les lieux du FSE seront seulement
ouvert aux personnes qui auront payé le droit d'entrée, indymedia-paris
a
décidé de ne pas participer à l'organisation des salles de presse
alternatives du FSE.
L'organisation du FSE devrait accorder aux média alternatifs qui en
feront
la demande des accréditations pour l'accès aux espaces de débats et aux
salles de presse (les formalités sont expliquées plus bas).
Concernant indymedia-paris, nous avons demandé et nous devrions obtenir
une cinquantaine "d'accréditations" (peut-être plus) qui seront mise à
la
disposition des sites indymedias et des médias indépendants qui en
auront
besoin.
En paralléle du FSE, plusieurs événements 'OFF' sont prévus dans
lesquels
indymedias paris s'impliquera de façons différentes.

Le QG d'Indymedia-Paris sera dans la 'Maison des Média libres' situé à
proximité de La Villette et du Média-Lab. Plusieurs ordinateurs
connectés
à internet seront en libre accès. Il devrait y aussi une radio en
streaming.

Le fonctionnement de l'organisation du FSE de Paris/St-Denis est
structuré
en 3 organes :

A-1.1 Le secrétariat d'Organisation

il a, théoriquement, pour fonction de veiller à l'exécution des
décisions
du CIF (voir plus bas).
Dans les faits, il est composé des personnes est structures (surtout
syndicales) auto-proclamées.
C'est le véritable lieu de prise de décisions et de centralisation.
Les négociations pour les subventions, la compta, les fournisseurs, le
choix de la banque du FSE... on été décidée par les membres du
Secrétariat
d'Organisation, sans appels d'offres, sans que les critères de sélection
ne soit discutés (éthique, développement durable). Par exemple, la
banque
du FSE est une multinationale privée.

A-1.2 Le Comité d'initiative français

Chaque pays membre du Forum Social Européen à un comité d'initiative qui
qui organise la participation de son pays au FSE.
Le CIF est une assemblée générale de tous les signataires du FSE.
Cela devrait être l'espace d'élaboration du FSE. En France, il s'agit
d'avantage d'une chambre d'enregistrement qui entérinent les décisions

il s'agit d'ateliers thématiques qui préparent des propositions pour le
CIF. Chaque groupe constitué travaille sur un dossier, constitue le
cahier
des charges, évalue les devis...

A-2 / Ce que nous pensons de l'organisation française du FSE
-----
Le fonctionnement du FSE est depuis le début maîtrisé par quelques
organisations (essentiellement ATTAC, le groupe des 10 (syndicats
autonomes, une partie de la CGT).
Il n'y a de volonté ni de partager l'information ni la prise de
décision.
L'organisation est quasiment parisienne. il n'y a pas eu d'élaboration
avec les régions. Aucun outil de décentralisation et de coopération de
prise de décision n'ont été mis en place.
Le constat est que l'organisation du FSE paris/St-Denis recopie les
modes
de fonctionnements hiérarchiques, centralisées, et cloisonnées, des
organisations et des entreprises contre lesquels, justement, le FSE est
censé chercher des alternatives.
Les grandes avancées dans l'ouverture, ou l'amélioration de façade ont
été
faites grâce aux réunions européennes qui ont plusieurs fois critiqués
ce
fonctionnement et imposés d'autres régles.
Du coup plusieurs décisions du Secrétariat d'Organisation ont été
absurdes
(la location du Zenith (grande salle de spectacle - plusieurs centaines
de
milliers d'euro de location) avait été envisagé, une salle de cinéma
appartenant à VIVENDI a été louée pour tenir des séminaires (alors que
des
lieux alternatifs et associatifs auraient été préférables) et pour
tenir
le budget colossal (5 millions d'euros au moins pour les trois jours)
des
subventions on été demandées à l'Etat, aux collectivités locales,
l'entrée
du FSE sera payante...
Plusieurs centaines de réunions, séminaires, ateliers sont annoncées
mais
aucun objectif n'est recherché. Comme les précédents FSE ou comme les
précédent Forum sociaux Mondiaux (Porto Allegre 2002, 2001) aucune
archive, aucun texte, aucune trace, aucun appel à mobilisation ne semble
envisagé. Une question se pose d'elle-même, à quoi sert le FSE ?
De part son organisation, ses composantes et sa structure archaïque, le
FSE est un Forum Européen qui a oublié sa dimension sociale.

A-3/ La place des média alternatifs dans le FSE

L'organisation du FSE a décidé de faire l'impasse sur le débat
concernant
les médias en général et le développement d'une alternatives engagées à
la
presse et à l'édition commerciale.
Ces débats se tiendront dont en parallèle du FSE et seront organisés par
les médias alternatifs eux-mêmes.
Dans les espaces du FSE la presse alternatives aura accès à des lieux de
diffusions.

Les espaces accessibles sont les suivant:
*La Villette*:
Dans la nef sud de l'espace de La Villette: six à huit
ordinateurs en
accès libre, et
connectés à l'Internet.
*Bobigny*:
Dans le parc Berg√®re, quelques ordinateurs mis à disposition
par la Mairie avec un
acc√®s à l'Internet.
*St Denis*:
√Ä la mairie, des prises réseaux pour y connecter si l'envie
tente le public des
ordinateurs. Le réseau donne sur l'Internet.
*Ivry*:
Salle Gérard Philippe, des prises réseaux pour y connecter si

Rapidement, un tour d'horizon de quelques parties de l'espace de La
Villette qui se veut être L'espace Médias etc...

Réservé aux médias alternatifs.

Une rangée de loge de chaque c√¥té de la salle pour les
entrevue.
*Studio 7*:
QG du FSE (c'est là qu'il faut offrir des cocktails flambant neufs,
la
recette est Russe
d'origine je crois.)

Le collectif IndyMedia Paris / √éle de France a pris la décision
de
demander 50 accréditations non nominatives.
Actuellement, le nombre est accordé, mais certaines doivent être
nommées.
Il est possible d'augmenter le nombre d'accréditations.
Date limite: 1 semaine avant le début des év√®nements.

B-1 Fonctionnement

Une maison géré par une association accueille un projet sur les
nouvelles
technologie de l'information
Ce projet accueille durant le FSE des ateliers sur les médias
alternatifs,
de formations et d'expérimentations des nouvelles technologies.
Le médialab n'est pas lieu officiel du FSE. Il sera ouvert à des
partenariat locaux et aux habitants du quartiers.
Son programme sera annoncé dans le programme du FSE.
Les décisions concernant l'organisation du Médialab sont prises en
réunion
avec tous les acteurs et actrices du projet.

Le Média Lab a lieu durant la période du FSE.
Une grande partie des animateurs du Médialab participent à
l'organisation
des espaces média dans/avec le FSE.
D'autres refusent de s'y impliquer voyant dans le FSE un événement
médiatique et publicitaire.

B-3 IndyMedia Paris et le MédiaLab

Indymedia paris a prévu d'organiser deux séminaires dans le MédiaLab
portant sur l'open publishing et les simputer

On retrouve entre autres aussi, des débats sur les médias tactiques sur

cyberféminisme, sur Global Project, etc...
Il y a un problème aussi avec IndyMedia Italie car sur le
programme
leur intervention est affichée comme telle, alors qu'il ne s'agirait que
de membre d'IndyMedia Italie qui viendraient en leur nom... Affaire à
suivre.

L'agenda est complètement booké dans la maison, mais il est fort
possible
d'aller ailleurs en impliquant ainsi les acteurs et actrices locaux.
Le seul inconvénient c'est qu'il faudra faire marcher les gens (lol).

Un centre des médias libre permanent à Paris
=====
'La maison des médias libres' est un regroupement de médias alternatifs
permanent à Paris.
Son adresse est 45 rue d'Aubervilliers, M° Stalingrad, à Paris.
On y retrouve la télé alternative Zaléa, la radio alternative Fréquence
Paris Pluriels, la coopérative de diffusion alternative de
documentaires,
revues, journaux... Cohérances, le MIB, les périphériques etc... Et...
IndyMedia Paris.

Pendant le FSE, l'AG45 sera le lieu de coordination d'indymedia Paris
pour
organiser la couverture rédactionnelle du FSE et des différents OFF.
Plusieurs ordinateurs branchés sur internet seront en accès libre
(scans,
logiciels de montage vidéos...).
Un chapiteau devrait permettre l'organisation d'une journée de débats
sur
les médias libres si besoin et de fêtes le soir.
