   Here's a rough draft of a proposal - note that the Subject: is in 
CAPITAL LETTERS so that it's easy to find on the archive:

First you need to get rough consensus on the imc-india list - 
then just put in a deadline - something like 7 days from the
day you post it is reasonable. 

If nobody blocks within those seven days, then you have a decision.
That's the political part.

But first you need a good chance at consensus before declaring 
a 7-day deadline.

Then you ask around for the technical side - if the political side is
fairly clear, then you should not have much problem with the tech
side.

Anyway, it's up to ganesh and the expat supporters with fast internet
access and fast typing skills to work on the proposal until you think
you are likely to have consensus:

Remember that when you think you have consensus, it's better to ask
"Are there any problems/concerns?" rather than "Do we have consensus?"

IMC India Proposal for Emergency Editorial Policy - Deadline xx Sep 2003

Given that the Madurai collective probably is overwhelmed by 
the number of pro-racist posts on the newswire, and that communication
with the Madurai collective is very slow (attempts to contact them
have been made since xx Aug 2003 via the following emails:

), it is proposed
that the people named below be given editorial access to the newswire
to *hide* (but not delete) posts which are one or more of:
 - racist
 - direct threat or encouragement of violence to named individual


There is no clearly consensed-on editorial policy at the moment, so
the emergency editorial policy is that:

- a short email explaining each decision to hide should be posted
to imc-india at lists.indymedia.org
- consensus should be obtained for any decision to hide, so that 
any "fuzzy" cases will be unhidden unless there is consensus to hide
them
- it is noted that, sooner or later, this will require a LOT 
of debate for some articles


The people below asking for editorial access commit themselves to
supporting the existing two collectives in India (Madurai and Mumbai)
and in particular commit themselves to trying to develop a new
collective in Kolkata, starting with the hints at

The above people also commit themselves to consensing on a more
consensual and functional editorial policy than the above emergency
one, since the experience of most IMCs is that obtaining consensus on
which posts to hide and which not to hide is *not* something easy. It
requires work, and happens best in the context of the full new-imc 
organising process.
