Lets get new version out:) even if partially gradually incorporating are 
discussions. lets keep moving gradually:))

This is where we were in discussion: -

- term PROJECT to substitute FUNCTIONAL ELEMENT

- two types of projects to be recognized (permanent and short)

SUMMARY

1) term CHARTER to substitue CONSITUTION  ++++++++agreed++++++    -so i did 
this.

2) changed 'subgroup' throughout to 'working group'.   (becuase of toni's/my 
thoughts about it in mails above on list)  ++++++++my strong suggestion++++++++

3) Have used 'Task' in place of functional element and not project. think it 
describes the function of the element better than the word 'project', and is 
just as commonly understood.   ++++++++my strong suggestion++++++++

4) adjusted small changes in language throughout to accomodate new terms.

5) toni's other suggestion we include as 'annotations', to give choice of how 
much detail people can read - less or more, in next version.
