[Imc-lwg-work] [design] basic dummy front page is online

Hi

I've put a very basic uk.indymedia.org front page online at 
http://web.ukonline.co.uk/toblo

It's not really "fully featured", but gives an idea of where it's 
going as architecture.

I'll wait for the comments from the lwg before posting the link on 
further uk lists, as I'm sure the different ideas will come thick and 
fast.

As the design is refined and developed a basic design issues site 
should emerge, and it will be updated it as things come up.
