<p>Today's papers (13 October 2002) have quoted Mr Chhagan Bhujbal, Dy
CM &amp; Home Minister, Mr Kripa Shankar Singh, Minister of State, Home
Ministry Govt of Maharashtra that they have obtained the latest amendment
to the Noise Pollution Rules 2000 that allows extension of the 10 PM deadli=
ne
for use of Loudspeakers to midnight. Mr Kirit Somaiyya, BJP MP, has been
making efforts to get clearance from the Ministry of Environment and Forest=

and may have received a statement as he did last year and they are perhaps
interpretting to their advantage.

<p>Stating that you are not accepting extention of deadline of 10 PM for
use of loud speakers to 12 midnight. Please note that there is no restricti=
on
to the revelry beyond 10 PM so long as there are no loudspeakers and that
during other times there is a decibel specified too which is not to be
exceeded. Even without the loud speakers, the noise has to be within specif=
ied
limits. But use of loud speakers and making noise is not banned if the
noise being made is within a confined and sound proof hall that prevents
noise from coming out. The basic principle is make your noise for yourself
and enjoy. Let others not be disturbed by your actions and activities.
