No, it is always important to know the difference between a nation 
and its people. As we can see in the USA today, democracy has not 
resulted in people's opinions on the war being heard. Being annoyed 
with the US 'nation' is still not condemning its people.

And in Iraq, the same result comes out a dictatorial rule, one that 
has brought unity to a disparate fractured, and artificially created 
nation.

In either place, can we truly believe that the people are at fault?
