[Imc-summaries] moderated list?

sending the last email i noticed that the list is set to be moderated.
which means that *every* email sent to the list has to be reviewed by
the administrator of the list. at the moment there is only one list
administrator. 

i suggest that we either change that so that at least the subscribers
can post without moderation or else will need some more list
administrators.

opinions?
