[Imc-summaries] moderated list?

If I recall correctly, the idea was that imc-summaries should not be
used for discussions.  As I understand its focus, its for people who
don't want to follow all lists or feel overwhelmed by their volume. 
Therefore, it seems a good idea to me to be very careful.

When I originally subscribed, legitimate mails on the list were about
one or two a WEEK.  Given that, keeping it moderated and having more
administrators would be my choice.  We could always look at this issue
again in a month or two, when we have more experience with what to
expect.
