[imc-tech-solidarity] draft of a grant for shipment to argentina

Hey folks, i've talked to ernesto and hendrix about this already. I've
been working on a grant to try and fund the shipping of the container as
well as installtion and training on the equiptment once it arrives. The
grant is part of a larger proposal from the Tactical Media Fund to the
Open Society Institute. Like the first grant for the shipment to Ecuador
it's seperate and autonomous from imc-finance and the global network as
such.

The ideas laid out try and combine the idea for shipping with money to do
a training program once the computers arrive. I think the ideas for
training were really not thought out with the Ecuador shipment. I've tried
to expand them a lot in this one.

This is a draft, and not a final grant application, but it has been sent
to OSI to get their feedback and gage their interest in funding the
project.  I'd also like other people's feedback. So far this project has
not been very well organized but it might be a good idea to formalize
things some more. Especially if it becomes an ongoing thing and we have to
make decisions about money and where to send computers.
