[imc-tech-solidarity] Consideration about the project of sending computers to South America

I'm Glauber from CMI-BH (Brasil) and I've some considerations to do.
I've seen people talking about receiveing the computer container on
Argentina or Uruguay . 
But I would like to make clear somethings: we here in Brazil can receive
the computers without paying importation taxes (it needs a previous
autorization but we can). But if the container is sent Uruguay or
Argentina people there need to pay those taxes, and that will be of the
full container, which means we (brazilians) will have to pay taxes that
we didn't need to pay (because the "cascade effect") which don't look
any good for me. 

Other problem is the geographic localization. I think the better place
is to send the computers to a place "in the middle" to ea$y the
distribution of the PCs. And that send them to a extreme, like
Argentina, is not a good idea, because it is very far from the brazilian
central collectives (Rio, São Paulo, BH, Goiania), much more far from
the collective in the other extreme (Fortaleza) and foregein shipping is
always expensive than national (Porto Alegre case).

Any way, those were just some few considerations to the discussion. When
other numbers (computers needed, taxes, shipping costs) became avaiable
ponderations measures became possible and then we can discuss a concrete
solution. But those was some facts i think important and would like to
mention.

aqui é Glauber do cmi-bh e tenho algumas considerações a fazer. Tenho
visto pessoas falarem em receber o container de computadores na
Argentina ou no Uruguay.
Mas gostaria de deixar algumas coisas claras: nós aqui no Brasil podemos
receber os computadores sem ter que pagarmos impostos de importação
(depois passo o link explicando). Mas se o container for mandando para o
Uruguai ou Argentina, lá eles terão que pagar os impostos, e será de
todo o container, o que significa que nós brasileiros teremos que pagar
impostos que não precisariamos de ter pago (por causa do efeito
cascata), o que não me parece nada interessante.

Outro problema é o da localização geográfica. Acho que o melhor lugar
para se enviar os computadores seria algum lugar "no meio" para
facilitar($) a distribuição dos PCs. E que mandá-los para um extremo,
como Argentina, não é uma boa idéia, porque é muito longe dos coletivos
centrais brasileiros (Rio, SP, BH, Goiania), muito mais longe ainda do
coletivo no outro extremo (Fortaleza) e frete para outro país sempre é
mais caro do que frete nacional (o caso de POA).

Enfim, estas foram apenas algumas considerações para a discussão. Quando
outros números (computadores necessários, impostos, custos de frete) se
tornarem disponívels medições ponderadas tornam-se possíveis e então
poderemos discutir uma solução mais concreta. Mas estes foram apenas
alguns fatos que achei importantes e quis mencionar.
