frequency is proportional to transfer rate. Even LF can support packet. Very slowly.
Faster (higher) becomes more line of sight. Except for interference with molecules like with water for "microwave) there is no problem with powering up 802 over long distances- until the horizon is reached...that can be pretty far if you can get the electricity to elevation.
I'm supposing the equip was 1.5 meter? perhaps much less. hence the low transfer.
Modern encriptions can help.
