Here is a ok translation of this email:

The Argentina Indymedia group (Buenos Aires and Rosario) decided that it is
interested in bringing down the computers that were donated and that are at this
moment in the United States. These computers are to be distributed between
the Indymedias of the South (Cono?).

It is publically known that we have pronounced our disagreement against this
projected as financed by the OSI (ie. soros) and of which the project is
carried out without participation with the groups that want to receive this
equipment. In a meeting with Evan this past Tuesday (Feb. 12th), we
discussed the possibility of bringing the computers and changing the
methodology of work that has been maintained until now.
what we decided was:  

1) things settle down for a week (*) so that the interested groups
discuss if they are going to participate in this project, or not.

2) that the groups that decide to participate elect a person in charge 
who represents their collective and works in that collective's way to
realize the arrival of the computers to each collective.

3) that the collectives interested in participating express counts of the
computers that they think they need. This has to be between 230 and 270
computers.

4) that the destination that the computers have is decided by each group
particularly.

5) That we block the possibility that the transfer is financed by the OSI
we propose that:  

   a) set up a PayPal account in the global site explaining the project and
      inviting people to donate to finance it.

   b) to appeal to the solidarity of the IMC network to spread the news of
	  this project to help finance it (by putting links to pay pal on their
	  front page, other examples are to organize celebrations, screanings,
	  etc.)

   c) In case donations appear, individual and/or foundations/NGOs ask them
      that they make their donations through Pay Pal. *** Of not being this
	  accepted proposal ... a time  ... so that the groups can
	  evaluate the characteristics of the donation and if it is to arrange to
	  accept it. [ it is not clear to me what this means, it either means
	  		 	   that if the group/individual cannot make a paypal donation
				   then there must be some time so the groups can find a way to
				   accept the donation... or it means that the groups will need
				   time to evaluate the source of the donaiton and decide if
				   they want to take it -- micah]				   

   d) always publish the sources of financing so it is viewable by all members
      of the collectives.

6) to use the Latin list (imc-latina -- micah) to propose to all the groups
of South America. 

It is important that we know the terms of how the computers are stored in
the US, that the transfer must be made in, approximately, a month and
therefore that all the work must be done quickly. the times of storage of

(*) The limit that each group announces is extended until Sunday the 23rd of

latin america, the transfer from the first port to different passes and
cities, financiacion of the transfers, and others that could happen.
