[IMC-Tech] multilingual web scripting

(from webcoders) i did a bit of surfing today trying to understand the issues with
multilingual support in web programming. i wanted to find the bare minimum
i could do to get the japan indymedia site functioning.

there's a lot of messy details (especially with multibyte
languages like japanese) but i think it's doable. the newer the user's
browser and operating system, the more likely things will work and even be
sensible.
