I agree with frank. If there is a finite number of connections we
should do the math and allow one connection from each center that
wants to particpate (there's no reason several people couldn't share
a connection in one center). Given the length of irc meetings, also
be aware that connection time can be quite costly in other countries
and that dropped connections may require frequent reconnections (so
keep some channels open).
