[IMC-Tech] bandwidth issues / serving images off of sacco

we've found that during really intense traffic surges (like we saw during
praha, and probably will again for quebec city) the additional bandwidth
consumed by serving even a few 5-10k images was a major burden.
however, broken images on the front page is a serious blow to credibility
and usability. i think we should make sure that doesn't happen, but be
aware of how important it is to tune this stuff.
