Proposal
We set an appropriate timescale for a decision on the newswire question -
and that IMC tech and the germany collective tell everyone else what is
practicle for getting the site running as they want it, ie they decide
between them on the decision timescale.
Any objections?

This is how the germany group's idea summarizes:
two open-posting [OP] columns: OP #1 and OP#2 - both subject to the
Editorial Guidelines:
OP#1 is a pre-filter OP on the front page of the site
OP#2 is a 'pure' OP with post-filtering, linked from the front page (not on
it)

My contribution to the discussion.
If this arrangement is finally decided on, i think it would need to
include the addition to the EGs that allowed postings on OP#2 get manually
re-published to OP#1, otherwise in the case of 'live action' reports, they
would remain hidden from the front page (about which i think we need to
think through), and even with this manual procedure, the time delay involved
in pre-filtering OP#1 would probably disrupt the chronology of information
flow on OP#1 when reports are coming in thick and fast. For all kinds of
people looking at the site for variuos purposes, i think this might be a
very important result.
I also suggest that written into the EGs is that this arrangement is a trial
one - for say three months, as OP is so fundamental to IMCs. I think it is
very
important for the development of the network not to not be open about the
trust we have between different groups, and to publish clearly how we are
working.
