If we don't discuss this we will get a default decison by one or two
people - it might be a great decision but our organization will have proved
to be a failure in this instance!:)

*Proposal*

We set an appropriate timescale for a decision on the newswire question -
and that IMC tech and the germany collective tell everyone else what is
practicle for getting the site running as they want it, ie they decide
between them on the decision timescale.

Any objections?
