Filtering can be as simple as
if post number 1 equals exactly post number 2
then remove post number 2

My intention for using filtering is to filter out the dozens of duplicate 
posts which are posted by hackers.

If you remove (n-1) such posts then there is absolutely no censorship 
involved (because one is always left over), and still retains everything 
about Open publishing you're wanting.

Also, other options include throwing posts from offending IP addresses into a 
queue where they can be checked before hitting the newswire.

No one has a right to shut down our websites by posting tons of irrelevant 
posts.

And it appears that SF people are working on some sort of Spam filtering for 
Active . . .
