[New-imc] EUGENE IMC - moving it through the final stages

hi everyone,
no one has expressed any concerns with the eugene imc application and 
it's way past the deadline.  i'm behind schedule.  so i will be 
sending a final approval note to the imc process list and cc'ing new 
imc.  the eugene collective is really looking forward to being a part 
of the imc network.
