[New-imc] cities list

I don't know why the change happened. Some people who have edit access do
not edit it directly on teh server rather they download a copy. Somebody
could have messed up and acadently uploaded an old version. I know i just
edited it today to add ecuador which finished the new imc process a while
back but just now got it's site online.

I'll remove france and add rosario.
